Rotom-S is a reliable utility choice in SS NU with access to moves like Defog, Will-O-Wisp, and a STAB pivot option in Volt Switch. Blessed with Heavy-Duty Boots, Rotom-S is given a means to avoid Stealth Rock chip while pivoting, which strengthens its niche as a Defogger that is immune to entry hazards. Rotom-S also benefits from a useful Electric / Flying typing that grants many resistances and only two weaknesses; this typing also provides defensive opportunities such as switching into a Body Press from Cofagrigus or Dubwool or an Iron Head from Togedemaru, enabling Rotom-S to burn a foe with Will-O-Wisp, use Defog, or pivot out with Volt Switch. 252 Speed EVs and a Timid nature are necessary for outspeeding Life Orb Toxicroak and Choice Band Sawk. Full Special Attack investment helps with achieving some important OHKOs, namely against Toxicroak, Sawk, and Flapple with Air Slash, as well as OHKOing Abomasnow after Stealth Rock. These EVs also make Volt Switch a clean 2HKO on Wishiwashi and Silvally-Water and guarantee a 2HKO on defensive Eldegoss with Air Slash, with specially defensive variants also having a chance to be 2HKOed.

Abomasnow and Arctovish can additionally help target Ground-type Stealth Rock users like Sandaconda, Piloswine, and Galarian Stunfisk that Rotom-S struggles using Defog against and appreciate said Defog support.

(the way this is all worded right now doesn't really constitute to meaningful prose. the STAB moves should be self-explanatory enough, and you already talk about why Rotom-S is a reliable Defogger.) 252 Speed EVs and a Timid nature are necessary for outspeeding Life Orb Toxicroak and Banded Choice Band Sawk in addition to speed-tieing against opposing Rotom forms.(Speed tying opposing Rotom doesn't really ever come into play nor is it particularly helpful) Full SpAtk Special Attack investment helps with some important OHKO's OHKOs namely against Toxicroak, Sawk and Flapple with Air Slash, as well as OHKOing Abomasnow after rocks and some chip damage Stealth Rock (it does 75.3% min). These EVs also make Volt Switch a clean 2HKO on Wishiwashi and Sivally-Water Silvally-Water and guarantee a 2HKO on the more common Def Eldegoss, while also giving a roll chance to 2HKO fully SpDef Eldegoss defensive Eldegoss with Air Slash, with specially defensive variants also having a chance to be 2HKOed.

Rotom-S should be leveraged early game early-game to gain momentum, keep hazards off the field and cripple physical attackers and offensive leads with burns before they start to dent your team. It can be brought in against resisted hits such as Togedemaru's or Perrserker's Iron Head or U-Turn to pivot out in response and switch momentum into your favour (I don't think telling someone to switch into a predicted U-turn is good advice, and such a move is generally just going to cost you momentum). Users should beware of Lanturn, Arctozolt and Jolteon blocking volt-switch and taking advantage of their strong matchup.(only one of these Pokemon is relevant and most possible Volt Switch immunities don't really appreciate being burned anyway) Rotom-S would appreciate appreciates team support from Ice and/or Rock resists such as Lanturn or Klinklang on offensive teams, and bulky choices to pivot into on Balance teams such as Clefairy or Cofagrigus Ice-type checks such as Lanturn, Klinklang, Cofagrigus, and Clefairy (Lanturn is not a common sight on offensive teams, and mentioning Rock-resistant teammates is fairly irrelevant I feel because you beat Drednaw and burn Crustle). Rotom-S shouldn't be used haphazardly during mid-game against strong wallbreakers or setup sweepers as it easily folds to one or two strong neutral attacks from many of NU's threats. It can resurface late game to use its decent speed tier to pick off other weakened Pokemon, especially after fast offensive threats such as Silvally Forms, Rapidash Forms and strong scarf users like Indeedee-F or Sawk have been eliminated.

Furthermore, Pokemon who benefit from Defog support like Abomasnow, Silvally-Fire, Arctovish, Unfezant or Cofagrigus also make good team options.
