Ok, I'll keep things short.
Sorry if this is the wrong place - this is my first post.

-Dragon Claw/Outrage
-Earthquake
-Protect/Roost

Basically, this set will always beat Azelf, with a bit of prediction. Two dragon claws will KO it, whereas it can only manage a 3HKO with Psychic. Dragon claw is recommended for reliability. Explosion will leave Salamence with just under 100HP.
Protect is there to block Explosion, but as shown, it's not necessary, meaning roost can be used if so desired.
This set is designed to KO Azelf, then switch out, come back in later in that game to attampt a sweep. Wish support is a must, Magnezone is great, as for all Salamence sets, and Heatran can take on Scizor. Rapid Spin is also of great use, in case Azelf does get up stealth rock

The only way metagross lead can take this set out is with explosion, and again, prediciting with protect can save you a lot of hassle.
