I have replace many members of my team, trying out different solutions to making a perfect sandstorm team (since their are all different kinds of ways to make weather teams) This is my final solution so far...

-Analysis-
Tyranitar is special defensive, which invested in plus sandstorm boost, can take moves like hydro pump and live to Stealth Rock, or go for the revenge kill. I gave him stealth rocks to deal that extra damage, and to some pokemon, half their life. Crunch provides pure STAB and helps e take care of celebi and mew. Ice fang is for all the OU Dragons, and earthquake just there for type and power.

Nature: Adamant

-Analysis-
Jirachi can use wish so I can switch to a team mate that can use it, the only problem is surviving an attack, which is why its good to predict set-up, ect. Proetct is there to stall wish in case Jirachi needs it itself. Thunder Wave cripples my speedy threats, and can utilize Zen Headbutt with it (Scerene Grace + Kings Rock + Flinch Chance) Being part steel gives it resistance to some of my water type ememies. I pick Zen Headbutt over Iron Head was to attack water types normally effective, and hit all my fighting type threats (hiya Breloom)

Phy.Sweeper: Excadrill @ Air Balloon
Nature: Jolly
Trait: Sand Rush
Effort Values: 252 Atk/252 Spd/4 Hp

-Analysis-
Excadrill's sand rush doubles its 302 speed to a whooping 604 speed. Scarfers can only hope to be able to outspeed him. Swords Dance makes his sweeping capabilities better, when used on a predicted switch/set-up/protect. Not many pokemon can take a STAB Earthquake to the face, especially when he's boosted with Swords Dance. X-Scissor is their for type coverage (hello Celebi) This is clearly one of my best assets on this team.

Wall: Regirock @ Leftovers
Nature: Careful
Effort Values: 252 Hp/252 Sp.Def/4 Def

~ Drain Punch

-Analysis-
Regirock's investment in Special Defense and Hp covers its only flaw. Being in the sandstorm, invested in special defense, it can take super effective attacks like a pro. It can curse set up, increasing its already above average stat, some more. It also raises its attack, enabling Drain Punch to work well on it. Rest is to recover after setting (x amount) of curses, and heal. Being high on health, and high in defenses, it should be able to survive the rest turns. Drain Punch is a big help to use after rest, and rock slide has nice STAB and curse gets high power boost.

Sp.Sweeper: Latios @ White Herb
Nature: Timid
Effort Values: 252 Sp.Atk/252 Spd/4 Hp

~ Draco Meteor
~ Recover

-Analysis-
Latios's surf and thunderbolt can take care of my threats, and provide coverage and power for Latios itself. Recover is for its staying power, and Draco Meteor STAB 140 base power, not many pokemon can take that to the face. Then the white herb further more make Draco Meteor deadly, ignoring the drops the first time used. Even with sand damage, I feel I need this guy.

Wall: Ferrothorn @ Leftovers
Nature: Sassy
Effort Values: 20 Def/252 Sp.Def/238

~ Gyro Ball
~ Power Whip

-Analysis-
Ferrothorn is a big help to my team. He can wall all my water threats, wall most attacks, and set up. Curse and Gyro Ball are a deadly combo, even curse with Power Whip. Both have STAB and can clear up my threats list. Spikes is there for additional damage. I figured cobbled with Stealth Rock from T-Tar, I can possibly take massive damage from the start and prohibit switch outs (especially when there at red health, s-rock and spikes will take it out)

After looking at your team, I noticed that a Scrafty with the standard dragon dance set can completely demolish it. Maybe you could add a terrakion or a skarmory to ko or phaze it before it can set up and sweep.
 
@Fried Rhys : Thank you, you have been a great help. I have made all the changes you recommended. The HP Fire on Latios will be hard. Everyone pelase fill me in with some more suggestions. Consider my Latios HP Fire. I will get one soon hopefully. Thanks everyone :D
