With Coil, recovery, and the ability to expel status conditions with Shed Skin, Sandaconda becomes a dangerous threat late-game. Ground- and Rock-type moves hit the entire tier for neutral coverage. Stone Edge has more power and a higher critical hit chance but low PP, while Rock Slide has less power but higher PP, which is useful in longer games where the opponent can stall out Stone Edge PP. The Speed investment allows Sandaconda to move before Adamant Aggron, with the remainder of its EVs allocated to its special bulk. Some physical bulk could be useful to ease setup against Pokemon like Passimian and Scrafty, with 56 Def EVs always avoiding the 2HKO from a Passimian's Close Combat after Stealth Rock damage. Grass- and Water-types such as Whimsicott and Wishiwashi prevent Sandaconda from setting up, so teammates that can switch into and threaten such foes are crucial to Sandaconda's success. Grass-type breakers like Trevenant and Gourgeist-S can bait in and wear down opposing Grass-type checks, (do you mean ground-type checks? if not, i don't see how this point is relevant to sandaconda.) while forcing out Water-types like Poliwrath. (def list quag as an example too.)
