[OVERVIEW]
Scyther has an array of applicable offensive tools in the NU metagame. Slash bypasses Pokemon relying on Reflect, such as Abra and some Clefable variants, while Swords Dance and Hyper Beam make it tough for Normal-neutral Pokemon to switch into. Scyther is also one of the fastest unboosted Pokemon in the metagame; it ties for the second-fastest Pokemon in the tier with Rapidash and has a superb critical hit ratio of 20.5%. Its already terrific Speed can be bolstered with Agility, meaning it cannot be pinned down by partial trappers and opposing Agility users like Dragonair and Moltres either. With adequate paralysis support and good prediction, Scyther can theoretically be used as a powerful late-game cleaner.

However, Scyther has too many flaws to warrant a spot on most teams. Its low bulk and horrid defensive typing render many attackers able to 2HKO or even OHKO it. These include notable Pokemon such as Blastoise, Nidoking, Golem, and Kingler. Scyther's reliance on Speed means that even with Agility, it is severely debilitated by paralysis compared to other sweepers. It also has a barren movepool: besides the miserably weak Wing Attack, it only possesses Normal-type attacks, meaning Rock-types like Golem and Kabutops can easily switch in and make progress against it. Other fast sweepers, such as Mr. Mime and Electrode, can provide more offensive presence throughout matches, as they sport better coverage moves and provide utility with status moves like Thunder Wave. While Scyther can be used to lure its counters and grant switch-in opportunities for its teammates like Blastoise and Kingler, this tends to be prediction-reliant and inconsistent.

Agility allows it to outspeed the entire unboosted metagame, notably including Electrode and Rapidash, which usually threaten it out with super effective moves. If Scyther is paralyzed, Agility can also remove the Speed drop. Slash is its primary attacking move, almost always scoring a critical hit and punishing foes for switching into predicted Swords Dance, 3HKOing foes like Charizard, Poliwhirl, and Ninetales. Unfortunately, it does not get a power boost with Swords Dance.

Scyther's shallow movepool leaves it with few other options. Agility is the most replaceable, as Scyther is already fast and does not need the additional Speed most of the time. Toxic discourages AgiliWrap Dragonair and Fire Spin users like Moltres, Charizard, and Rapidash from setting up on it. Unlike Slash, Double-Edge gets the power boost from Swords Dance and can be utilized if Slash's immediate power is not desired. Wing Attack can be used to damage Gastly, but not only is Gastly rare, Wing Attack also has lower damage than Slash even against super effective targets. Substitute can be used to ease prediction, rack up poison and burn damage, and fish for full paralysis and misses, such as against Fire-types like Charizard, Ninetales, and Moltres.

As Scyther struggles to make headway against Rock-types like Kabutops and Golem, Grass-types like Exeggcute and Weepinbell are useful teammates. Scyther is also vulnerable to Fire-types like Ninetales, Rapidash, and Moltres, so Water-types like Kabutops and Blastoise to withstand Fire- and Rock-type attacks are also appreciated. Scyther can function as a lure for Rock-type Pokemon, which makes it easier for its partners like Blastoise and Kingler to predict an attack. Sleep inducers such as Poliwhirl and Venomoth can cripple Scyther’s counters and can facilitate setup opportunities. In turn, Scyther can come in on predicted Rest from Pokemon like Poliwhirl and Blastoise, enabling it to more easily break through the opposition.

It also has a barren movepool: Besides the miserably weak Wing Attack, it only possesses Normal-type moves to attack with, meaning the two relevant Rock-types, such as Golem and Kabutops, can easily switch in and make progress extremely difficult for it. As a Bug-type, Scyther is outclassed by Pinsir: while it lacks Agility, they sport similar movesets, but has crucial access in Bind to more reliably rack up chip damage, making it easier to slot on teams. (I disagree with this statement, I would remove it. They fulfill very different roles: Pinsir is SD + Bind, pivoting around and threatening random +2 HBeams. Scyther is just fast as fuck boi Double Dancer. They are going to play very differently.) Other fast sweepers, such as Mr. Mime and Electrode, can provide more utility throughout matches, as they sport better coverage moves and can provide utility with status moves like Thunder Wave. Ergo, Scyther is not recommended on most RBY NU teams and should be left to the sidelines. (This message is already conveyed earlier, so unnecessary fluff imo.)

Ifn the event of Scyther being is paralyzed, either Swords Dance or Agility can remove the speed drop from paralysis. (Swords Dance does not remove your speed drop, it reapplys opponent's paralysis speed drops.) Slash is its primary attacking move, always scoring a critical hit and punishing foes for switching into a predicted Swords Dance, which landing 3HKOes on foes like Charizard, Poliwhirl, and Ninetales. Unfortunately, it does not get a power boost with Swords Dance. Hyper Beam is its most powerful move, enabling it to OHKO Drowzee, Mr. Mime, and Raticate after a boost. (Hyper Beam has been mixed with Swords Dance's mention essentially)

Scyther is also one of the fastest unboosted Pokemon in the metagame, as it ties with the second-fastest Pokemon in the tier alongside Rapidash, which also grants it a superb critical hit ratio of 20.5%. Its already terrific Speed (referencing the stat itself = capitalise) can be bolstered to even higher levels with Agility, meaning it isn't shut down by Agility + partial trapping users like Dragonair and Moltres either. I would consider Agility to be the most droppable option, consider mentioning this. If Scyther sets up both Swords Dance and Agility, the opponent has probably fallen asleep; usually it uses either depending on the situation in my experience. So maybe something like Toxic or Double-Edge over that could add some offensive flexibility. Hell, Double-Edge may even be main set worthy now that I think about it.

As Scyther struggles to make progress against Rock-types like Kabutops and Golem, Grass-types like Exeggcute and Weepinbell are useful teammates as they can threaten them out with both status and STAB Grass-type moves. Scyther is also vulnerable to Fire-types like Ninetales, Rapidash, and Moltres, so partners like Kabutops, Golem, and Blastoise to absorb Fire-type attacks are also appreciated. Scyther can function as a lure to Golem and Kabutops, which makes it easier for its partners like Blastoise and Kingler to come in and attack.

I feel like the 3rd paragraph can be compressed as-is and further expanded on. I don't see Scyther + Exeggcute working too well, but Blastoise and Kabutops cover virtually everything you covered as-is: both the Rock-types and Fire-types really hate them, and this comes with team compression as well. Kabutops comes with the bonus of having defensive synergy against Earthquake alongside Scyther, as well as forming an offensive core. Thereafter, you could discuss sleepers like Poliwhirl or Venomoth to enable Swords Dance setup. Perhaps mention areas where Scyther excels, such as switching in on Blastoise's Rest and trying to force its way through, having the opposing team's Normal resist removed, etc. Feel free to come to me with questions on this if you have trouble.
