Seadra NU tier

If i may make a suggestion for Seadra, Since it has 95 Sp Atk. Should We just allow Seadra to be a Special Offensive fighter rather than his B/W counterpart? and why not upgrade him to a highier Tier since Gamefreak Nerfed it up more?
