This is part of a project to get rid of the poor quality, misinformation-ridden RBY analyses from over a decade ago. These works are low-priority and should be treated as such.
[OVERVIEW]
Middling stats, combined with a barren movepool and RBY UU's stacked Water-type competition, leave Seadra in the gutter. It can theoretically use Agility and go for a sweep, but it's stopped cold by opposing Water-types that resist its coverage. Furthermore, its role as an Agility sweeper has heavy competition in Dragonite and Articuno, the latter of which has similar issues but sheer firepower to make up for it. Vaporeon, Tentacruel, and Gyarados are usually better Water-types to use, and even if they aren't used, Seadra is often passed over in favor of better options. Overall, Seadra should not be used on a competitive RBY UU team.

This is about all that Seadra can muster, mainly due to a lack of alternative options. Surf and Blizzard give Seadra the best coverage it can possibly use, though it is resisted by tier-king Tentacruel and other Water-types, so they need to be removed for Seadra to make progress. Hyper Beam allows Seadra to muscle past Pokemon with low Defense, like Kadabra, which is KOed from 64.3% onwards. Finally, Agility allows Seadra to outspeed the unboosted metagame while ignoring the Speed drop from paralysis, enabling it to function as a cleaner if Tentacruel and other Water-types have been removed. Agility can also make Seadra effective against Dragonite, making it much harder to pin down with Wrap while it threatens an OHKO from Blizzard.
