You're trying to connect through some wi-fi hotspot that is blocking your access. You can't use shoddy battle unless you are logged in on the hotspot (it appears you aren't)

So i have to be in a Secure Network for shoddy to work?

No, you're trying to connect to a commercial wi-fi hotspot but it seems like you haven't paid. If you can't browse the internet, you won't be able to use shoddy battle

I can Browse the internet, i'm doing it right now....Lol...and yet shoddy still does not work.

Java doesn't use the same Internet settings as your browser or OS by default. You probably have to set a proxy in the Java internet settings, in the Java control panel. I can't really say what exactly you will have to set though.
