ok basically im not new to pokemon but im new to competitive battling
i have IV and EV training down but i have no experience with building teams and very little strategy...is this a good place to learn that sort of thing or should i find myself a different site?

he, definitely the right place for you, but not the right forum to discuss this.
 
Here we have a special programme called Battling 101 that helps players both old and new to learn about competitive battling. Unfortunately the latest round is closed, but it won't take too long for another round to start up.
 
Welcome to Smogon! You're at the right website if you want to learn about competitive pokemon. Generally, our rule of thumb for newcomers is to "lurk" a bit on the website and forums. Read some of the articles we have posted, check out some of the more pertinent threads, etc to try and get some of the basics down. If you have any questions, there's always the "ask a simple question, get a simple answer" stickied thread in Stark Mountain. People are generally quick to get a response to you. You can also check out the tutor program which pairs you with an experienced battler who can help you out with a lot of the basics. Basically, check out what the site has to offer before posting new threads because chances are it has already been covered at one point or another. Just make use of the search function on the forums and you can usually find what you're looking for. And pretty much always read the rules for a given subforum before posting. Do this and you'll fit right in.
