Skarmory's immense physical bulk and excellent defensive typing lets it take on powerful Physical Attackers such as Scizor, Urshifu-RS, Buzzwole, and Tapu Bulu. In addition, Skarmory has access to reliable recovery in Roost and is one of the few viable setters of Spikes in the tier. It's access to Spikes in particular allows Skarmory to put long term pressure on opponents whenever it gets onto the field of play. Whirlwind allows Skarmory to phase out Physical boosting Pokemon like Salamence, Bulk Up Buzzwole, Dragon Dance Mega Altaria, and Bulk Up Obstagoon, which would otherwise eventually accrue enough boosts to beat it. Body Press allows Skarmory a reliable form of damage output against threats such as Scizor, Jirachi, Urshifu-RS, and Krookodile. Iron Head, on the other hand, allows Skarmory a STAB move that OHKOs Mega Diancie, the most common Magic Bounce user in the tier, therefore letting Skarmory freely set up Spikes once it has been removed or forced out. It also provides more damage onto the likes of Grimmsnarl and Mega Altaria. Skarmory is a competent Defogger, as it is capable of beating Stealth Rockers such as Jirachi, Mega Diancie, and Krookodile. However, a Defog set will be forced to forego Spikes, which removes a main part of how Skarmory makes progress in matches. Counter is another viable option to mess with Physical Attackers such as Terrakion, Buzzwole, and Salamence, but it's much less consistent overall than Skarmory's other forms of damage output. Rocky Helmet is run in order to punish physical attackers like Jirachi and Urshifu-RS. Shed Shell can be run if you are really worried about Magneton, but this usually isn't worth it, as Magneton isn't especially common and losing Rocky Helmet makes Skarmory a bit more passive. A Physically Defensive spread is generally preferred in order to check the aforementioned threats, but Specially Defensive sets are options due to their ability to reliably check Mega Diancie and dealing with Choice Specs Latias better.
Skarmory fits well on balance and bulkier teams thanks to the defensive utility it provides them in addition to the rare Spikes. Skarmory has very mediocre Special Bulk, so a specially bulky partner is appreciated. Blissey and Slowking are both options in this regard that have access to Teleport for pivoting purposes on more balanced teams. Slowking also packs a useful Fire resist that allows it to pivot into threats such as Infernape and Moltres for Skarmory. Blissey is also a capable Stealth Rocker and Cleric when used on Stall builds. Skarmory's Spikes are very much appreciated by a variety of offensive wallbreakers and cleaners, so partners like Weavile, Infernape, Latias, and Porygon-Z are good options on more balanced builds. The defensive combination of Skarmory and Blissey together on bulkier builds is a good and time tested one, however it does have issues against threats such as Infernape, Dracozolt, and Terrakion. Quagsire has a useful Fire resistance and an Electric immunity while also taking care of physical boosting sets from Infernape and Terrakion thanks to Unaware, which is needed utility for Stall teams. Skarmory also covers Quagsire's Grass weakness by taking on threats to it such as Tapu Bulu and Breloom Skarmory also provides stall teams with Spikes, which helps them wear down the opposition with greater speed.
