Not A Bug Sketch in National Dex formats

What is the bug?
In NatDex Smeargle is able to select and use chatter on Pokemon Showdown, which I assume is unintended since there is no game in which sketch can copy chatter.

Additionally Smeargle is unable to have dark void as a move, despite the fact that in gen 7 it could run the useless version of the move in one of its move slots. This one obviously matters less but given how NatDex allows the use of any move a Pokemon could learn in a mainline game, and given that smeargle could learn the version of dark void that failed when used by a mon other than Darkrai, it seems unintended to me.

Please let me know if either of these are not bugs, I'm aware that natdex is made up and follows its own rules sometimes based on what is fun (like glowbro being able to mega evolve) so these may well be intended (tho I still think smeargle should get its 16pp useless move if that's the case)

Are you able to replicate it? If so, how?
Go to teambuilder, set metagame to natdex, add a Smeargle to your team. Then attempt to add chatter and dark void to its moveset. Dark void will be flagged as illegal but chatter will not be, you can try using chatter in an actual game too and the move will not fail.

To verify that Smeargle could have the useless dark void in gen 7 simply make a gen 7 OU team in teambuilder and add a smeargle with dark void.
 
National Dex policy was to allow Smeargle to Sketch moves it could never learn. For example, Smeargle can use moves that are only obtainable in Gen 8, such as Bolt Beak, Meteor Assault, Snap Trap, and Octolock. So being able to use Chatter doesn't seem like a problem. I would suspect your opinion is correct that Dark Void should be usable on Smeargle as a result, if Chatter could be used.

Whether or not it should or shouldn't be able to Sketch otherwise impossible moves is a National Dex policy decision, and not a bug one way or another.
