Done Smogon API returns no resources

What is the bug?
I added resources to the Gen 1 Tradebacks OU and the Stadium OU dex pages, but they are not showing up in the teambuilder or the `/tier` command. The other formats I updated all worked as expected so it seems related to these tiers only.

Are you able to replicate it? If so, how?
Run `/tier tradebacks ou` and `/tier gen 1 stadium ou` or select the formats in the teambuilder and it says no resources exist, even though they're on the dex pages.

API request to smogon is returning that there are no resources (null), so its not a bug on PS's end.

Investigating smogon side, you didn't link the formats to their PS format in the format listing for the dex, hence why its returning null. So no bugs here, just a step skipped. I've submitted a CMS change request to fix that.
