I have created a GitHub repository that contains text files of Smogon movesets, as I couldn't find one prior. It is currently quite primitive and currently contains only Gen 1 (RBY) movesets, but I thought I'd make a post here to a) let people know it exists, and b) to get feedback on how it could be improved.
