What is the bug?
In a gen 8 custom battle, if snowscape is used, blizzard can still miss. Heres a replay of that: https://replay.pokemonshowdown.com/gen8doublescustomgame-2065230782
(I gave them sticky barb to show they aren't holding bright powder or anything, they didn't take hail damage)

If this isn't a bug and was programmed this way, the description of blizzard under snow says it never misses which would be the glitch I'm reporting instead

Are you able to replicate it? If so, how?
Use snowscape (not hail) in a gen 8 custom game and blizzard has a chance to miss.

Not a bug - Snow doesn't exist in gen 8, hail does. As a result blizzard's accuracy is only modified by hail not snow. Custom game allows you to use snow in older generations (validation is skipped) but as you can see things wont work as you might expect them.

The visual qualifies as an extremely low priority bug though.
