Snow Warning is Still in Effect

My attempt at a Hail Team.

Abomasnow @ Leftovers
Snow Warning
252 Hp/ 126 Atk/ 126 SpA/ 6 Def
Sassy
-Blizzard
-Wood Hammer
-Leech Seed
-Substitute

What's a Hail Team without this guy? He is the starter and sets up Hail for the rest of the team. I went with a set that will help him survive in case he has to switch in and out to reset the weather if my opponent tries to change it. No Ev's in Speed so he can stay in between Hippodon and Tyranatair so he can kill the former with Wood Hammer and gain the weather when faceing the latter. Leech Seed and Sub help to keep him alive and to wear down the enemy in conjunction with Hail.

Walrein @ Leftovers
Ice Body
252 Hp/ 126 Def/ 126 SpD/ 6 SpA
Bold
-Toxic
-Substitute
-Blizzard
-Surf

Wall and staler. Ice Body and Blizzard are there to benefit from Hail and STAB for the latter. Toxic to help wear down the enemy with Hail with Sub adding stall tactics to help on that front and to help Ice Body do its thing with the help of Leftovers. Surf for another STAB move and to attack those Steel types.

Mamoswine @ Expert Belt
Snow Cloak
6 Hp/ 252 Atk/ 252 Spe
Jolly
-Earthquake
-Ice Fang
-Stone Edge
-Ice Shard

Physical attacker and powerhouse. Earthquake and Ice Fang for strong and STAB attacks with Ice Shard to help with quick finishes. Stone Edge is there to round out the set as it can hit everything. Snow Cloak works with Hail to help give him an edge. Basically pops in after a few turns of Hail and/or Toxic and/or Stealth Rock to finish things.

Froslass @ Brightpowder
Snow Cloak
252 Hp/ 126 SpA/ 126 SpD/ 6 Def
Timid
-Blizzard
-Spikes
-Psychic
-Substitute

Special Attacker and Spiker. Snow Cloak and Brightpowder help to keep her from getting hit so she can get at least one Sub going so as to set up a layer of Spikes. Sub also helps stall so Hail can pick away at my opponent. Blizzard for a strong STAB attack and Psychic to deal with any Fighting types who want to put an end to my Ice type fun; namely Infernape and Lucario.

Dugtrio @ Life Orb
Arena Trap
252 Atk/ 252 Spe/ 6 SpD
Jolly
-Earthquake
-Stone Edge
-Aerial Ace
-Sucker Punch

My revenge killer. He's here to take care of anything that is decimating my team. Earthquake and Stone Edge for STAB and coverage respectively. Aerial Ace for Fighting types that want to spoil my Hailing fun and Sucker Punch is there primarily for Gengar. He's also great if I'm every facing a Sandstorm team and have to fight for weather control as he can survive in that environment (for a little while anyway).

Swampert @ Leftovers
Torrent
252 Hp/ 126 Atk/ 126 SpD/ 6 Def
Sassy
-Stealth Rock
-Roar
-Earthquake
-Waterfall

Another member who can survive in a weather war, Swampert acts as another tank. Stealth Rock works with the poisoning and hailing and spiking going on as well as with Roar to insure its success. Earthquake and Waterfall are for coverage and STAB.

I think I have just about everything covered with regards to threats. It's basically a stall team with a few power moves to move things along. Tear it apart, please.

Alright, this is a pretty standard Hail team, however, a lot of your EV's can use some work, so lets attempt to fix this shall we.
  • On Froslass, I suggest using an EV spread of 4 Def / 252 SpA / 252 Spe. There is no need to run Special Defense & HP EV's on Froslass. Froslass's defenses are so frail that most neutral hits will break her apart even with heavy investment in her defenses, so 252 EVs are better put to use in her Special Attack/Speed stat rather than defenses. On the other hand, Froslass is a very fast Pokemon possesing an impressive 110 base Speed. Since you are using Froslass to set up Spikes, you want Froslass to do that as fast as possible. Froslass needs that speed in order to do what she does best.

  • On your Abomasnow, change the Ev spread to 252 HP, 40 SpA, 216 SpD Abomasnow's purpose on a hail team is to wall the ever-common Water / Ice or Electric/Ice combinations used by the likes of Suicune, Starmie, Cressilia, Magnezone, Raikou and a counter to the metagame's many walls. The current Ev spread you have does not allow you to accomplish that.

  • On Walrein, you are not using the best possible EV spread that Walrein can utilize to its fullest potential. For that reason, I suggest using an EV spread of 220 HP/244 Def/46 Spd. With the above EVs, Walrein will outspeed most Skarmory and Swampert. With HP EVs listed above, Substitute will cost you 104 HP per turn, while Leftovers will give you 26, and then Ice Body will give you 26 more per turn meaning that you will be recovering large amounts of HP each turn which makes Walrein's survivability amazing. With that EV spread, you are also capable of taking a variety of Physical attacks much more effeciently. For example, Bulky Gyarados + Dragon Dance + Stone Edge does 54.81% - 64.42%. Basically, that EV spread allows you to wall Physical hits more effectively.
Now, lets move onto your movesets and Pokemon themselves.

Walrein wants Protect over Toxic. Protect completes Walrein's famous Substitute+ Protect combination allowing you to Stall and heal your health more effectively. Fore example, lets say you use Substitute turn one. You lose 104 HP and sain 26 from Leftovers and Gain 26 from Ice Body. Turn two, you use Protect. You gain 26 from Leftovers and Gain 26 from Ice Body. Turn three you use Substitute again, etc. So, 26 times 4 is 104 HP. With the combination of Protect+Substitute, Walrein can stall for up to 32 turns which will frustrate most of your opponents.

Froslass wants Thunder Wave over Psychic. Psychic is a pretty bad attacking type move in OU as it provides little type coverage. With Thunder Wave, Froslass becomes even more annoying. Against a paralyzed opponent in Hail, the chace that an originally 100% accurate move will hit Froslass is a mere 54% thanks to Brightpowder and Snow Cloak. Overall, Thunder Wave makes Froslass even more annoying than she already was.

Since you are using Swampert as your Tyranitar counter, I suggest using some Defense EV's. A spread of 240 HP / 216 Def / 52 SpA should suit Swampert just fine. With that EV spread, Swampert will have a much easier time dealing with Tyranitar, a huge threat to your team. The special attack evs allow for me to employ Surf and Ice Beam in order to have access to more powerful water and ice attack options. If using that EV spread, a Relaxed nature might be preferable. The Relaxed nature bolsters Swampert's defense to allow for more effective tanking.

Alright, I think that Dugtrio+Mamoswine is a little redundant. Mamoswine and Dugtrio share alot of the same weakness' such as Grass and Water. In hail, Mamoswine is the superior choice thanks to Mamoswine's immunity to hail and Snow Cloak. With Life Orb+Hail, Dugtrio is going to get worn down easily and will not be lasting for a very long time. Since most of your team is weak to Infernape, I suggest using a Tentacruel in place of Dugtrio. If you are interested in suing Tentacruel, I suggest using the following set:

Tentacruel @ Leftovers
Ability: Liquid Ooze
EVs: 252 HP / 62 Def / 108 Spe / 88 SpD
Nature: Calm (+SpD -Atk)
- Surf
- Blizzard
- Toxic Spikes
- Knock Off / Rapid Spin

Since stall is mostly a Hail Team's nature, Toxic Spikes goes great with your team as it adds to the number of entry hazards that you have. The other decent Toxic Spikes all had a fire weak which is not good for a Hail Team. Tentacruel is able to check Heatran and Infernape, which give Hail teams some trouble. Surf is for STAB and finishes off the mentioned Pokemon and also can kill a weakened Tyranitar. Blizzard goes great with Surf. Toxic Spikes allows you to stall quicker. Let me explain the EVs. 108 Spe EV's let you outpace BulkyMence and Breloom. 62 Def and 252 HP let you combat Breloom after it has slept something. It lets youtake at least a Focus Punch. His Leech Seed is shut down by Liquid Ooze. You can chose rapid Spin if you are having a hard time dealing with entry hazards or you can use Knock Off to rid a Pokemon of their item.

Overall, a Zapdos with Thunderbolt, Heat Wave and HP Grass will give your team a lot of trouble. I do not know what can really fix this, but, you can try using a Scarfed Rotom in place of Froslass with 120 HP, 164 SpA, 224 Spe. The HP EVs mean that you take less than half your health damage from a Timid LO Zapdos' Heat Wave on average. The SpA lets you hit said Zapdos for a minimum of 71%, an OHKO with SR + Hail. The Speed EVs generate 396 Speed, allowing you to outrun +Spe natured base 130s. I would use a moveset of Blizzard, Thunderbolt, Trick and Will-o-Wisp. Will-o-Wisp serves two purposes. Firstly, to cripple threatening Physical attackers, allowing your team to deal with them a lot easier - Lucario isn't all that scary when he's dealing a maximum of 29% to your Swampert with Close Combat. Secondly, it serves as a way for you to get residual damage on things that are immune to Toxic Spikes. Pokemon such as Scizor, Lucario, Zapdos, Gyarados, Salamence to name but a few can be very annoying to a Walrein when all you have to take them out with is the hail. Remember, this is an option over Froslass to help with your Zapdos weakness, so try testing this out.
