Hurricane's perfect accuracy in rain allows Pelipper to use its strongest STAB move reliably, enabling it to remove Grass- and Fighting-types like Amoonguss, non-Focus Sash Breloom, and Okidogi. Surf consistently pressures threats like Corviknight and Alolan Muk. Knock Off hinders targets that can handle Pelipper such as Rotom-W and Water Absorb Clodsire by removing their Leftovers and Black Sludge, respectively. Finally, U-turn allows Pelipper to safely pivot out of unfavorable matchups and into wallbreakers such as Barraskewda. The given EV spread helps it outspeed Adamant Breloom and Bisharp while letting it survive a Flower Trick from a Choice Band Meowscarada at full health.

Barraskewda complements Pelipper by removing targets like Choice Specs Flutter Mane and Blissey. Close Combat helps Barraskewda beat Hisuian Goodra and in return, Barraskewda appreciates Pelipper enabling Swift Swim and eliminating physical walls like Skarmory and Pecharunt. However, against opposing weather setters such as Ninetales and Hippowdon, Surf does a far better job. In case Pelipper loses weather control or rain stops, Surf is preferable over Weather Ball.

Okidogi would be a better example as it can be quite scary if allowed to setup, or you can mention another Grass-type such as Sinistcha). Surf provides a consistent STAB move enabling Pelipper to consistently pressure threats like Corviknight and Alolan Muk. Ice Beam nails annoying Flying and Dragon-types like Mandibuzz, Garchomp and Hydreigon. Finally U-turn allows for Pelipper to pivot into its teammates. (Considering Surf does more to a neutral target in Rain than Ice Beam to a 2x weak target, there's no real need for the move. Quad-weak Flying-types like Landorus and Gliscor are nailed by Surf, Dragonite eats an Ice Beam and OHKOs with +1 Outrage, and everything else again either takes more damage from Surf or about the same from Hurricane. As for Dragon-types, Hurricane OHKOs Naive Dragapult and Hydrapple, and Ice Beam will do barely anything to Archaludon and Hisuian Goodra, with the rest just overpowering and outpacing Pelipper in the first place. Garchomp is the only existing real target but to run the move explicitly for Garchomp isn't worth it, considering it OHKOs with Scale Shot after Stealth Rock damage and defensive Garchomp wouldn't stay in anyways. Yeah, I didn't do a good job of this the first time around but I feel like Ice Beam > Knock still since Beam is doing respectable damage and does chunk checks in Wind Rider Brambleghast and Water Absorb Clodsire (which have been added in now) I don't really see a situation where you would want to be clicking Knock over any of your offensive moves since Surf/Hurricane surely break most things and two of the only checks aren't wanting to take Ice Beam.

Pelipper needs to be at full to check Meowscarada, otherwise Choice Banded Flower Trick OHKOs while it can never switch in since Flower Trick 2HKOs. Pex is a 3HKO from full against CB and can threaten Meow with PJab before going down and will win against Scarf which is a 4HKO. Meanwhile Pex doesn't check Valiant, basically every Iron Valiant is running Thunderbolt now so even uninvested we just get smacked. Focus Sash Breloom is also scary for Pex since it still runs Spore, SD, and Bullet seed which just bullies us to death.

Ice Beam barely 3HKOs Clodsire so it's not a real target, you'd honestly be better off removing it's Black Sludge via Knock Off as it at least allows Pelipper to bait it in on entry hazards or Hurricanes, eventually chipping it down enough to remove on switch-in. Brambleghast is a good example, but I don't know how threatening it is to really justify using Ice Beam. Knock Off has a lot of utility, as I mentioned Clodsire isn't a fan of having it's Black Sludge removed in the Water match-up as it's basically Grounds only swap in for 4 or 5 of the Pokemon throwing out Water-type moves. Rotom-W, Toxapex, etc. just don't like having their passive recovery taken away from them.

Toxapex can usually eat a Thunderbolt every now and then to scout, you should always have a Swampert/Gastrodon/Quagsire in the back after you've scouted the turn. The Breloom matchup is definitely dependant on Sleep turns so I agree with you. You can keep Meowscarada here, I just felt like you could add a bit more variety there considering Meowscarada was mentioned in the previous paragraph in the sense that Pelipper can actually beat it but yeah you'll only ever stay in and click Hurricane in a pinch.

Implemented Knock Off over Ice Beam.
Also added Enam since its about the only other Grass/Fairy that I feel really confident saying Pex beats in this current meta.
