[Set Comments]

Swampert has superb 100 / 90 / 90 defenses, a usable move pool and great typing overall allowing it to switch in on a lot of top OU threats and either stall them out or KO them with the appropriate move. Swampert is usually seen as a wall or as a lead, but this set allows Swampert to take on the role as a stall pokemon. Utilizing toxic as the move of choice to stall out the opposing pokemon until its health is low enough for swampert to KO with one of its attacking moves.

Ice beam is the first of the two attacking options because it allows Swampert to act as a check to Salamence and other fliers. The choice in the third is whether you want to do more damage to steel types or you want to get rid of Gyarados. Both moves are acceptable, although earthquake is the better option because it allows you to take care of those pesky steel types that resist ice beam and are immune to toxic. Hidden power electric is only for acting as a check to Gyarados allowing Swampert to 2HKO any variation of Gyarados with stealth rocks in play.

The choice for the final move slot is whether you want entry hazards on the field, an extra attacking option, or a way of phazing stat uppers. Stealth rock is a superb option if you want insurance against pesky flying types like Salamece, and is a good way to ruin any potential sashes the opponents might have. Surf gives a reliable STAB and hits the likes of bronzong and gengar harder than the other attacking moves. Rest allows Swampert to heal off any damage and continue stalling the opponents team.

[Additional Comments]

Other options for the last slot include: Hydro Pump, Roar, Protect, and Hammer Arm. Hydro Pump gives a little more power in Swmapert's attacks, but the lack of PP and accuracy could hurt if you plan on using Swampert for long-term stalling. Roar helps phaze away stat uppers who always love to setup on Swampert. Protect is a great move to scout switches and attacks that are aimed at Swampert. Hammer arm allows Swampert to 2HKO blissey with stealth rocks in play.

The biggest threats to Swampert include: Celebi, Breloom, Starmie, and Infernape. Celebi is the biggest threat, able to come in without fear KO Swampert with STAB Leaf Storm. Breloom is just as big of a threat. It can come in on Swampert, fire off a spore to put either Swampert or the "potential" counter that was switched in and setup a sub and literally sweep with focus punch and seed bomb. Starmie is a lesser threat, but some pack grass knot which could KO swmapert. Infernape is similar to Starmie, but much easier to deal with, and unboosted grass knot only does around 70% to Swampert, but earthquake is a guaranteed OHKO, so unless swampert has taken prior damage Infernape can be handled.

The best partner for this Swampert is heatran because heatran can get rid of grass types like breloom and celebi, KO steel types like scizor and magnezone, and switch in on Swamperts only weakness. Other partners for this set Magnezone because of its unique ability to trap steel types, Jirachi, who can pass wishes to keep Swampert healthy and also resisting grass, Tyranitar and Hippowdon get a mention too because of there ability to set up sandstorm which helps stalling out other pokemon even easier, unfortunately they both share a common grass weakness, so that should be kept in mind.

It's the same thing as Mixpert. I think Toxic was already in the comments for the Mixpert set making this unnecessary. And even if Toxic wasn't, it could easily be added to the set comments. It would only take one or two sentences to explain.

"Other options include Stone Edge, which allows Swampert to also serve as a decent Gyarados counter and still deal a fair amount of damage to Salamence, and Toxic, which allows you to hit opposing bulky Water-type Pokemon and cripple them."

Right from the set comments.
