Its solid typing and access to Recover also allows it to defensively check Pokemon like Keldeo, Galarian Weezing, and Cobalion to a certain degree, although it can be easily overwhelmed due to its average bulk. Furthermore, its fantastic coverage, its ability Analytic, and its decent special attack stat allow it to act as a dangerous wallbreaker itself, making use of the many switches it forces to massively dent even the sturdiest checks to it like Chansey, Umbreon, and Celebi. Mienshao and Zarude can bring Starmie in on Galarian Weezing, Cobalion, and Palossand. Starmie greatly appreciates teammates that can provide pivoting support, as it usually wants to stay healthy so that it can switch into or check Pokemon like Keldeo or Lycanroc-D respectively in an emergency. I'd give a mention to Kyurem. It breaks through the bulky Water-types and Celebi, checks the Rotom formes if they're Choice Scarfed. In return, Starmie can remove hazards, which Specs sets greatly appreciate and check Fighting-types for it.

You mention Noivern a good amount but not partners that actually want to switch into it. I would add a mention to Hatterene or Tyranitar. Ttar can also handle Kyurem and remove Celebi + Slowking. Hatterene provides a form of hazard control, helping it run another option over Spin.
