-Pretty good typing provides a plethora of exploitable resistances
-Its ability gives it a place on a great 6th Generation team archetype, Sand
-Better offensive typing than Mega Aggron
-Decent Special Defense, surpassing that of its largest competitor: Mega Aggron
-It's speed, or lack thereof, can be utilized by giving it a very high powered STAB being Gyro Ball

cons:
-Faces heavy competition from Mega Aggron as it has a better typing and ability defensively
-Weak to 4 common attacking types
-Won't outspeed crap

I think the optimal set for Steelix is 252/252+ Sassy. Might want to mention that somewhere here, as well as its small niche as being a sand attacker.

I meantioned its sand niche, but why not a negative Speed nature for Gyro Ball?

EDIT: I confused sassy with Quiet in the OP, whoops
 
I'm no Mega Steelix expert by any means, but I'm 95% sure that RestTalk needs to be 252 HP / 4 Atk / 252 SpD to capitalize on its decent base 95 special defense. Relaxed and defense-boosting natures are not needed because univested, its defense is 496, which is insanely high still.

Yeah but I figured it still wouldn't hurt to have a +Def nature since a positive nature is always 1.1x whereas EVs give a fixed amount of points, but I hear you
