[SET]
name: Substitute + 3 Attacks)
move 1: Substitute
move 2: Flamethrower / Fire Blast
move 3: Energy Ball / Earth Power
move 4: Paleo Wave
item: Leftovers
ability: Levitate
nature: Timid
evs: 4 HP / 252 SpA / 252 Spe

Stratagem is an excellent user of Substitute, being able to force out threats such as Breloom, Celebi, Heatran, Gliscor, Magnezone, Salamence, and Zapdos. The idea of this set is to switch in on an immunity or resistance and force out the opponent with the threat of one of Stratagem's commonly used moves. With a free turn to use Substitute, Stratagem is in a position to score super effective hits with superb type coverage. Apart from Blissey and other such exceptions, no one can switch safely into Stratagem. Pokemon such as as Choice Scarf Rotom-A and Choice Scarf Flygon who often switch into an Earth Power and attempt to threaten Stratagem can be KOed as they break the Substitute. As a result, Substitute Stratagem makes a decent scout and can take out a few Pokemon in the process when need be.

Energy Ball hits Pokemon such as Flygon neutrally, and also hits Swampert for significant damage. Energy Ball also does better against Water-types such as Vaporeon and Starmie, as the former can potentially stall this set with Wish. Earth Power is nice against Pokemon such as Heatran and Empoleon, both of whom are bulky enough to shrug off neutral hits and potentially force out Stratagem depending on their health and Speed. The choice between Fire Blast and Flamethrower is based on a decision between power and accuracy. Fire Blast ensures an OHKO on Pokemon such as SubSeed Breloom and a 2HKO on Standard Wall Bronzong, whereas Flamethrower does not.

Like most Stratagem sets, Seismic Toss Blissey counters this set. None of its attacks can penetrate through her, while she can keep on recovering and whittle down Stratagem's health. RestTalk Machamp can also prove to be annoying, as Stratagem can't damage him enough before Machamp connects with DynamicPunch. Machamp can even recover his HP and deal significant damage with Payback or Stone Edge. Tyranitar can beat Stratagem, although he needs to be at decent health for ihim to retaliate with Crunch or Pursuit.

Tyranitar makes a great partner to Substitute Stratagem because he summons a permanent sandstorm that boosts Stratagem's Special Defense by 1.5x. Tyranitar can also trap and eliminate Blissey in order for Stratagem to pull off a successful sweep. Spikes and Stealth Rock support is encouraged to guarantee Stratagem an assortment of KOs. Skarmory is an excellent choice for Spikes, as he can threaten Machamp with Brave Bird and lures attacking types that Stratagem can switch into. Metagross makes a good partner for Stratagem to set up Stealth Rock, as Stratagem can handle both of Metagross's weaknesses.

Tyranitar can beat Stratagem to an extent, although it needs to be at decent health for it to retaliate with Crunches or Pursuits.

Tyranitar makes a great partner to Substitute Stratagem because it summons a permanent sandstorm, boosting Stratagem's Special Defense by 1.5x while also trapping Blissey effectively in order for Stratagem to pull off a successful sweep. Spikes support also helps Stratagem pick off things easier, so Skarmory helps as well. Furthermore, it can help somewhat with Machamp problems, as it weakens it with Spikes and can threaten it with Brave Bird.

This is probably very nitpicky, but since the main purpose of the set is Substitute, I propose that it be moved into slot 1 instead of slot 4.

Besides, that's the way it is for all the other OU analyses, so why shouldn't it be that way for CAP analyses also?

Some awkward wording fixes here and there, as well as many of those "Pokemon as people" errors. Otherwise, good stuff. :)
