This set I've seen in a couple of RMT's, usually with a more offensive EV spread, but as far as I know no one's done a write up for it.

Note: Has trouble getting past bulky water/grass combinations since it can't hit both SE; Toxic Spikes are helpful but pretty sure AC is the most this should get now.

Why?
-Allows Suicune to stat up and recover HP and status while maintaining two offensive options.
-Suicune's great bulk makes it almost impossible to kill after it has reached a certain number of Calm Mind boosts. The Chesto Rest strategy aims Suicune to compile a number of boosts to the point that the opponent will struggle to directly damage it, while also eliminating status effects. For example, Scarf Rotom-A's Thunderbolt can only manage 46.5% max after a CM boost. This allows Suicune to set up against almost all non-Choice Specs special attackers in the metagame, especially with the prevalence of Heatran providing numerous opportunities to switch in.

Set Comments, EV's etc
-EV's and Timid nature allow you to outrun max speed Gyarados and everything below that. HP maxed for the most efficient buffering of its defenses and then the remainder in SpAtk.
-Surf, Rest and Calm Mind are self explanatory. Ice Beam is listed as the primary option over HP Electric because as a sweeper, it gives somewhat better coverage and has higher base power. HP Electric is really only necessary for Gyarados and other bulky waters.
-Lum Berry could be considered over Chesto Berry, the main argument being that you wouldn't have to Rest to heal status, and status, especially paralysis, can sometimes prevent you from Resting. However, it makes the Rest less reliable and is generally the inferior option.

Additional Comments
-Keeping Toxic Spikes off your side of the field is extremely helpful, though not as important as for most Suicune sets due to Rest. All hazards will have a significant impact on Suicune's ability to set up so Rapid Spin support can be helpful (Forretress in particular lures Heatran which you can set up against).
-Whichever move is used in the 4th slot Suicune is going to be walled by either Waters or Grass types. Many of these it can overcome, such as Starmie and defensive Celebi whose super effective attacks do insignificant damage after 1 or 2 boosts. However, Toxic Spikes support of your own can be useful since it cripples most of these pokemon and allows Suicune to stall them out.
-An offensive EV spread, with 32 HP / 252 SpA / 224 Spe, can also be used, although this Suicune typically gets more advantage from the extra set up opportunities the bulky EV's afford it.

Team Mates and Counters
-As mentioned, Suicune is countered mostly by Grass and Water types, but bulky phazers such as Zapdos can also force it out of play.
-Trick users are especially annoying for Suicune, the most common being Scarf Rotom-A, so Choiced Tyranitar and Scizor make worthwhile partners. CB Scizor in particular can lure in Heatran and Gyarados for Suicune to boost against.
-Forretress and Roserade work extremely well with Suicune, laying Toxic Spikes for it, absorbing or Spinning Toxic Spikes, and luring Fire types.
 
This has very limited use, and I don't think it's good enough to get its own set or even a mention. One of the primary reasons Kingdra pulls this off so well is that it boosts its own Speed as it stats up. In doing so, many of its faster responses are no longer responses at all and wind up falling to the amazing coverage that Dragon / Water provides. Unfortunately, Suicune lacks both of these things. It's slow as it is, lacks persistence in a battle if all it's able to do is rest once, and lacks an excellent second STAB to make the "one-shot" that Chesto Berry gives worth it (and lacks two-move coverage to sweep easily like Kingdra can).

I think that this should be rejected.
 
I get what you're saying RD but I don't completely agree. Kingdra has better coverage and speed boosting. On the other hand it has much worse bulk and relies on Outrage to beat a vast number of things. To me its not that hard to beat Kingdra with a simple Steel+Water/Grass combo where you force it to trap itself in play.

Suicune is also not particularly slow, and has the bulk to be able to Rest further times if needed (though this shouldn't be necessary). As I see it, its a trade off where the first 2 or so CM's are achieved easily, but in return you lack Leftovers.

The problem which I guess you're thinking of is that a lot of teams have both a bulky water type and a grass type which makes sense.
Anyway, just for illustration, here's an example. You've just switched into a Heatran, and set up a CM on the switch as he brings in his standard defensive Celebi. Grass Knot isn't even guaranteed to 3HKO here, meaning you have plenty of time for another 1 or 2 CM's. Meanwhile, even at +1 Ice Beam can 2HKO after SR and Leftovers.
 
Can't we just mention Chesto Berry in the offensive CM set? I've tried and it was alright, but I much preferred leftovers.

Edit: I don't mind not having an AC mention, but AC mention is as much as it should get imo.
 
Kingdra has enough bulk to get in, setup once or twice on things, and manage itself excellently in a myriad of situations. Even without needing Rest, it can setup and sweep with ease since it's boosting its Speed stat to really threaten the opponent's faster checks. Let's take your example of Celebi, but instead of standard defensive, let's say it's a special attacker variant with Leaf Storm and Life Orb. Leaf Storm cleanly 2HKOes Suicune even at +1 and Celebi is faster, resulting in you either blowing your Chesto or switching Suicune out. Let's pretend that Celebi has GK instead of Leaf Storm, and you still lose because +1 Suicune is 2HKOed by that Grass Knot and is still slower.

This situation explodes and gets far worse if you consider the popular Shaymin over Celebi, or you consider the fact that with Ice Beam, you're walled by every bulky Water-type in the metagame, or with Hidden Power Electric you're walled by every Grass-type in the metagame. Suicune lacks the characteristics that are necessary for this set to be reliably successful and thus worth having on-site in any form.

I suppose it could get a mention, but I don't like the idea of "One person used it successfully a handful of times, and it sounds like it might work in some obscure cases, so let's just mention it in the set." That seems careless to me on our parts.
 
Kingdra also has one of the sexiest typings in the game, which gives it a remarkably small pool of weaknesses (exactly one, to be specific), and Kingdra also boosts its Speed, which makes it ridiculously easy to get the Rest in on enemies. It also has nearly perfect coverage with Waterfall and Outrage together. Suicune has... well, it doesn't really have much here. I'd say OC at best.
 
I also support an OC mention, don't even think it deserves an AC mention just because theres much better options for Suicune. Unlike Kingdra, Suicune can't deal as much damage immediatly and in most situations would benefit more from either a Resttalk set or a CM + 3 attacks set.
 
I've used this set quite a bit to remedy the status / lack of recovery option that offensive Suicune has, while being able to set up on special attackers like Gengar and Starmie at least twice. However its biggest downfall is just the coverage. Without ice beam, Shaymin and Celebi beat you up all day, especially Shaymin. Even with ice beam, you don't do nearly enough damage but that's just Suicune in general. With HP Elec, Gyarados is a pain, but Dragonite really, really, kills you. If it has LO, extremespeed, it can not only OHKO Suicune but any Flygon you rely to check it. It's worth a mention, but the coverage is what keeps it from being effective. Maybe if you had another moveslot...

EDIT: I'd also like to mention that only Shaymin will try and attack you before they see the chesto. Gyarados and Dragonite (unless it's careful heal bell) won't go near you until you use chesto. Pulling the rest off is easy against anyone but grass and electric types, which you lose to regardless.
