scarf mirai

Scarf mirai should probably be in other options. It recieves barely any tour play and Lu shuts it down very easily relative to other sets

This set is incredibly similar to the bulky swords dance set, just with a suboptimal tera type.

Speaking of this set, the tera types are "Fire/Normal." imo, these should be switched to Normal/Fire. Normal recieves more usage due to OHKOing Korai and Mirai at +2, which is better than a burn immunity on most teams.

There are two defensive fairyceus sets and this one is suboptimal as rocks aren't used as often relative to wow, pgem, or even taunt.

Is there documented policy on what exactly constitutes an individual set? UUbers is planning on reviving c&c pretty soon, but we gotta start with putting up new sample sets cause basically everything is outdated. While talking to the team, small differences in opinion on how sets should be separated came up, and so I was wondering if there were any official guidelines to help with this.
