Moves
========
  • Calm Mind give Slyveon boosts to pass with Baton Pass.
  • Baton Pass passes boosts.
  • Substitute is useful on a forced switch and passing a Substitute and/or a Calm Mind boost is good, but Wish can be used to heal the Pokemon that receives the CM boosts and, while unreliable, it can give Slyveon a way to heal itself.
  • Hyper Voice is a powerful STAB that prevents Sylveon from becoming fodder.
Set Details
========
  • 12 Speed EVs outspeed Tyranitar with no Speed investment. The rest is put in HP and Def to take hits on both the physical and special side.
  • Leftovers for recovery.
  • Pixilate makes Hyper Voice a strong STAB.
Usage Tips
========
  • Aim to get off a Calm Mind and pass it to another Pokemon that would benefit from the boost.
  • Set up on slower Pokemon that don't threaten Sylveon such as Tyranitar and Conkeldurr. In some cases, Syveon can set up on faster opponents such as scarfed Garchomp and Terrakion. Sylveon can easily set up on more defensive Pokemon such as Gliscor and Rotom-W.
  • Against fast and powerful Pokemon, Baton Pass before they do too much damage.
  • Use Substitute on a predicted status move. Even if the statuser is faster, it usually won't be able to break the substitute by itself, enabling Sylveon to set up Calm Mind and eventually pass to a teammate.
  • Baton Pass out on a predicted switch to a threatening Pokemon such as Scizor or Excadrill to gain momentum.
Team Options
========
  • Pokemon that can appreciate a Calm Mind boost such as Keldeo, Landorus, Thundurus, and Greninja are good Baton Pass recipients as they resist one of the types that Slyveon is weak to and can benefit from the boosts.
  • Pokemon such as Mega Charizard Y and Garchomp to get rid of Steel-types.
  • Dual Screens support from Pokemon like Espeon to ease setup.

Haven't really played with the set so I'll mostly be commenting on the rest of the analysis (although Yawn is definitely a sketchy move so I would go ahead and un-slash that).
  • The name should probably be Calm Mind + Baton Pass, as analyses do not usually use acronyms in set names.
  • Team options should be a little more fleshed out. Any strategy involving the passing of boosts usually involves more support than other strategies.
  • Keldeo is an okay recipient, but Latios is not. Think about the things you'll likely be up against when passing. Does Latios really want to come in on Mega Mawile, Excadrill, Scizor, Heatran, etc.?
  • Talonflame is not a reliable answer to Steel-types. It usually prefers to be locked into Brave Bird, and has a very short lifespan.
  • It doesn't hurt to expand on usage tips either, specifically when to pass. What should you do against faster opponents, slower opponents, powerful opponents, weak opponents, etc..
 
- You haven't added in Baton Pass to the section where you talk about moves fyi.
- Yawn isn't at all worthy of a slot on this set as Substitute is much better in virtually every situation. Predicting a check to come in you can simply Baton Pass out to a teammate or set up a Substitute.
- Landorus, Greninja, and Thundurus are all good recipients for Calm Minds or a Substitute because they resist one of the types super effective to Sylveon as well as can swap into Sylveon swap ins like Mega Mawile and Heatran. As CyclicCompound said Latios really isn't a good recipient at all simply because too many things check it and it doesn't have a lot of free swap ins like others.
- Lastly you really need to improve your descriptions on how this should be played, assume that your reader has never used Sylveon before and has limited knowledge of OU as a whole. This is the easiest way for everyone, both new or veteran, to understand what this is meant to do.
 
I think wish can be slashed as it is still a good wish passer for anything recieving the CM boosts basically coming in for free. Also gives it a semi reliable way of recovery
