Sylveon is a capable offensive pivot that can muscle through most walls thanks to Pixilate-boosted Boomburst and Sylveon's impressive Special Attack stat. Sylveon is a capable Rapid Spin user as well since it can threaten out common Stealth Rock setters such as Hippowdon, Kommo-o, and Seismitoad. Tri Attack is solely used to bypass and break through Soundproof Kommo-o, a threat that can threaten it out especially when paired with Iron Defense. Mystical Fire can be used as a coverage option instead to lure in checks like Ferrothorn and Excadrill, a hazard setter that can otherwise threaten Sylveon out. Glare is another great utility option that can catch offensive threats like Gengar and Aegislash off guard and cripple them immensely. Recover enables Sylveon to heal itself, especially as it forces out switchins quite often. Metronome is a great item in conjunction with Boomburst, as it enables Sylveon to spam its STAB move repeatedly and enables it to potentially break through its checks. Pixie Plate can be used instead as a more consistent way of boosting Sylveon STAB attacks without needing to repeatedly use the same move. The speed investment allows Sylveon to outspeed Adamant Obstagoon after a Rapid Spin boost. Toxic may be used as a utility option over Tri Attack as well in order to cripple switchins like Rotom-H and Type:Null, but the offensive nature of this set means that if forces it to lose a lot of momentum after every use of the move.

Choice Specs Sylveon is an absolute nuke as a wallbreaker when combined with the power of Pixilate-boosted Boomburst, devastating any switchin that does not strongly resist the move. Most of the time, it should be spamming Boomburst as its a powerful STAB move that can threaten out nearly every switchin and has little drawback. However, there is some use for its other coverage moves as well. Tri Attack is specifically used to bypass Soundproof Kommo-o, a threat that can otherwise take advantage of Sylveon being locked into Boomburst. Mystical Fire is a great coverage move that targets Ferrothorn, a common Sylveon switchin. Rapid Spin can be used as a utility option instead if Sylveon's team does not already have means of hazard removal. Glare is a situational utility move that can cripple threats like opposing Sylveon, Excadrill, and Jirachi, enabling Sylveon to potentially break through them the next time it comes in. Psyshock can be used to lure and beat down Specially Defensive Toxapex, but does not see much use outside of that. Rotom-H and Corviknight in particular form good cores with Sylveon as they can provide it entry hazard removal support if Sylveon chooses not to run Rapid Spin. Checks to common Steel- and Fire-types such as Rotom-H, Excadrill, and Aegislash can be helpful as they often force Sylveon out, with good examples including Seismitoad, Kommo-o and Hippowdon. The aforementioned partners can also help deal with physical wallbreakers such as Terrakion, Obstagoon, and Bisharp, threats that can all outspeed and potentially OHKO Sylveon. Entry hazard support can be crucial in obtaining certain OHKOs and 2HKOs, therefore entry hazard setters such as Ferrothorn and Tyranitar are extremely beneficial.

I feel like, as wonderful as gibbing Kommo-o is, it shouldn't be the only option. Mystical Fire is great for ruining Ferrothorn's day, especially on a Spin set, and other moves can be useful depending on what your team needs. If you add Glare and Heal Bell (I'm just spitballing those as ideas) I would change the set name to Offensive utility, but that's not super necessary.

It may be worth considering having a slash for Rapid Spin too if you're running Corv / another Defogger, or maybe not. I think I've always opted to have the backup spinner personally.

In all cases you do more which is nice but you tend not to pick up new KOs. Rapid Spin can be used as a utility option instead if Sylveon's team does not already have means of hazard removal. Glare is a situational utility move that can cripple threats like opposing Sylveon, Excadrill, and Jirachi, enabling Sylveon to potentially break through them the next time it comes in. Psyshock can be used to lure and beat down Specially Defensive Toxapex, but does not see much use outside of that. PDef Pex dies to Boom, and usually lives Psyshock without rocks (with rocks is a roll). I put calcs down below. This is another reason why Vish is a good partner, as Pex can't counter both. I would add a little more about how Specs Sylveon typically plays. You almost go there, but just something like "Sylveon spams its Boomburst the vast majority of the time, and only clicks its other moves when necessary," or something similar would make it clearer. Should mention Toxic at least as an OO for Rotom.

Choice Specs Sylveon is an absolute nuke as a wallbreaker when combined with the power of Pixilate-boosted Boomburst, devastating any switchin that does not strongly resist the move. Most of the time, it should be spamming Boomburst as its a powerful STAB move that can threaten out nearly every switchin and has little drawback. However, there is some use for its other coverage moves as well. Tri Attack is specifically used to bypass Soundproof Kommo-o, a threat that can otherwise take advantage of Sylveon being locked into Boomburst. Mystical Fire is a great coverage move that targets Ferrothorn, a common Sylveon switchin. Rapid Spin can be used as a utility option instead if Sylveon's team does not already have means of hazard removal. Glare is a situational utility move that can cripple threats like opposing Sylveon, Excadrill, and Jirachi, enabling Sylveon to potentially break through them the next time it comes in. Psyshock can be used to lure and beat down Specially Defensive Toxapex, but does not see much use outside of that. Toxic can be used as a utility option as well to cripple Rotom-H, but usually spamming Boomburst against it deals enough pressure to it already.

Choice Specs Sylveon pairs well with other wallbreakers, especially physical wallbreakers that appreciate Sylveon's ability to threaten out every physically defensive wall. Good examples include Obstagoon, Dracovish (vish died x2), and Zeraora. Sylveon also pairs well with VoltTurn support from the likes of Rotom-H, Corviknight, and Jirachi, as they enable Sylveon to come in more frequently without being worn down by incoming attacks. Rotom-H and Corviknight in particular form good cores with Sylveon as they can provide it entry hazard removal support if Sylveon chooses not to run Rapid Spin. Checks to common Steel- and Fire-types (list common steels/fires here imo) can be helpful as they often force Sylveon out, with good examples including Seismitoad, Kommo-o and Hippowdon. The aforementioned partners can also help deal with physical wallbreakers such as Terrakion, Obstagoon, and Bisharp, threats that can all outspeed and potentially OHKO Sylveon. Entry hazard support can be crucial in obtaining certain OHKOs and 2HKOs, therefore entry hazard setters such as Ferrothorn and Tyranitar are extremely beneficial.
