Sylveon has a niche in OU as a Wish user that is able to check common threats such as Hydreigon, Dragapult, and Clefable. It faces stiff competition from Clefable, but thanks to Hyper Voice and Pixilate, it's a much more efficient check to common Substitute users like Hydreigon and Dragapult. Do note that Sylveon is a lot easier to overwhelm than Clefable because of its lack of Magic Guard. Mystical Fire enables Sylveon to pressure Steel-types like Corviknight, Ferrothorn, and Excadrill and can also prove to be useful against Calm Mind users like Hatterene and Reuniclus. The given Special Defense investment allows Sylveon to survive a Choice Specs-boosted Shadow Ball from Dragapult and another after a Special Defense drop and Stealth Rock damage. The rest of the EVs are poured into Defense, giving Sylveon the best chance to survive a Fishious Rend from Choice Scarf Dracovish while also making it easier to check Pokemon like Conkeldurr.

Defensive Pokemon that lack access to reliable recovery such as Rotom-H and Seismitoad appreciate Sylveon's presence, as it can supplement them with Wish. Pokemon like Toxapex, Mandibuzz, and Jellicent appreciate Sylveon's ability to check Hydreigon and Life Orb Clefable. It's worth noting that Mandibuzz can reliably keep hazards off the field for Sylveon. Pokemon that can struggle to deal with Dragapult such as Hydreigon, Seismitoad, and Toxapex appreciate Sylveon's ability to check it.

Sylveon like you mention is a great Dragapult answer since it also consistently beats Sub Disable variants of it, highlight some partners that appreciate that in team options.

This is pretty nitpicky but it's worth noting that unlike Clef, Sylveon is significantly more vulnerable to chip via hazards/status thus against teams that have like Spikes Ferro it can be overwhelmed pretty fast. You already list Mandi as a good partner so you might as well mention that it can Defog hazards off for Sylveon making it a much more reliable switch-in to like Specs Pult and LO Clef for most of the game.
