Infernape @ Focus Sash

Description Infernape works pretty well as a lead. Not the best but still works. Gets off a stealth rock a good percent of the time and burns steel leads. Fake Out is for thing generally faster than it that aren't ghosts. Close Combat is of course, for blissey and Fire Blast is probably its best move on this moveset for the increase of steel types.

Porygon-2 @ Leftovers

Description Porygon-2 is one of my favorite pokemon. It works very effectively as a great gyrados and salamence counter. Discharge is for the paralysis. Magic Coat is for Celebis trying to T-Wave, or Leech seed me. I was thinking of thunderwave but I can't decide. Takes hits from generally both sides and is really good.

Description
Scizor counter number one, Gyrados. I prefer bulky gyra as it takes hits from not only Scizor and Fire Types, but also some ice types and Dragons. Dragon dance is to boost its moves and Stone Edge is for flyers like counter Gyrados, Semi-Bug Types, counter bulky waters, and especially Zapdos. Gyrados works really well for me.

Description
Spirtomb is my ghost type and Second Scizor counter. Calm Mind is to raise its spD and boost its Dark Pulse and Ominous Wind/HP Fighting. I needed help on this as Tyranitar is pretty common. Toxic is to take down bigger things and kind of stall and has been working for me. Spiritomb is a deady pokemon with no weaknesses and is a reliable wall.

Description
A dual wall Umbreon.Very similar to spirtomb but is basically my wish passer to heal my team. Umbreon works very effectively vs. Psychic types and has been able to handle blissey. You may think it is weird using it with all the Scizors running around but it was been working. Needed help on the moveset however.

Description Salamence is so fucking awesome. Jolly nature is to outspeed a LOT with just one Dragon Dance which I often pull off due to my Yache Berry. Will backfire when Mamoswine or something using Ice Shard and almost always survives non-ice types ice attacks. Outrage is its strongest move and owns. Fire Blast kills Scizor,Skarmory,and Foretress even without any spA EVs. Salamence is just a beast.

as fighting/gohst hits everuthing neutral
and you shouldn't use toxic on a calm minder
 
Your team has a problem with Standard Weavile so its a very good idea to use HP Fighting on Spiritomb just to counter him effectively.
 
Instead of Umbreon as your wish passer and wall, I would go with its cousin, Vaporeon. Like you said, Scizor is running amok, and Vaporeon could help you in that department. Its a better wish passer, wall, and it has decent special attack

Here is the set you should consider.

This moveset seems to fit your team pretty well, leaving out ice beam due to your porygon 2 having it.
 
@Rey, Weavile is not a problem at all on this team and I am running HP FIGHTING Now

@pokefreakman, won't that give me a great Electivire weak? I like the idea of Vappy if I get a few more suggestions on it Illbe sure to change it.
 
Personally, I'd go resto-chesto on Spiritomb. With those EV's, and after a couple calm minds, you'll live through a couple turns of sleep. And the chesto for the initial turn. And you'd be pretty pissed when you get toxic'd, and are left with about 2 attacking turns.

I also found on that Umbreon set (which I love, and used to use alot) that Mean Look is better alot of times. Sure this leaves you free to be taunted to death, But with mean look you can kill ALOT of pokes. Vappy, Bliss, Swampy, and many many more will not like being Mean Looked, and then toxi-stalled. But I suppose that's personal preferance. I'd try it out though.

Although, the previous comment about Vappy is nice too. Honestly, steels and rest-talkers are running around these days. Scizor owns Umbreon, I'm sad to say. You could make a Vaporeon toxistall as well though. It gets Wish, Protect, and Toxic. And although it sounds weird, HP Fire possibly? There are alot of pokes out there that can do that well. Zapdos, and even Moltres with Stab Flamethrower as well...

Some of my comments are out there, but worth testing I think.
 
Instead of Yache, I would run LO. Why?

Unlike Garchomp, Salamence doesn't get an extra stage in attack, so he needs a bit more pop (actually, Adamant LO DD Mence might be stronger than Jolly SD Chomp...). Anyway, LO gives a little extra kick that can net him some key 1hkoes with Outrage (don't have any examples other than Celebi, but there are). LO also boosts Fire Blast.

Meanwhile, Yache Berry is nowhere near as useful. Salamence takes a hefty hit from SR and takes SS damage, and has lower defense/hp, so he is much less likely to survive ice attacks anyway.

Here was how Garchomp worked:
SD on switch.
Survive Ice attack and 1hko with that disgusting +2 attack
Get killed by secondary counter or sweep

Salamence is much more likely to die before he even kills anything, and with only +1, he might not even get the kill.

LO is superior. Oh and especially because you are running jolly. You are missing out on a lot of possible kills.

Definitely put Earthquake over Stone Edge. Stone Edge is basically useless since you will be KOing most of the pokemon that you use it on with Outrage anyway (like Zapdos, Gyara, etc.)

Meanwhile, you need Earthquake to hit those grounded steels like Jirachi and Metagross for 1hkoes (incredibly important). It just gives you better coverage overall.

And I forgot; don't run a -attack nature. LO Fire Blast 1hkoes Skarmary after rocks every time (and 73% without). A +attack nature might be preferable as well simply because it will net you a lot more KOs. There are very few scarf base 100s who actually want to try to outspeed you after a DD, mainly because many of the other base 100s can't run a positive speed nature without sacrificing a lot of kick.
