Wobbuffet is an awesome, yet cheap strategy. Encore the lead, Tickle, and switch in Tyranitar and Pursuit them to death.

Salamence (M) @ Leftovers
Ability: Intimidate
EVs: 212 HP/216 Def/80 Spd

BulkyDDMence. Counters stuff like SDLuke and Heracross alright. Can be also set up by Wobby. I put him at 281 speed to outspeed Pokemon trying to outspeed neutral base 90s. Should I bump it up to 285 for +base 80s?

Suicune @ Leftovers
Ability: Pressure
EVs: 252 HP/252 Def/6 SAtk
Bold nature (+Def, -Atk)

Sleep Absorber and a general physical wall. I feel Ice Beam is a must on this set as too often I've found out the opponent's Garchomp runs Yache Berry, which screws me over. This gets rid of it and weakens it for my next member.

Deoxys-e @ Leftovers
Ability: Pressure
EVs: 252 HP/72 Spd/184 SAtk
Timid nature (+Spd, -Atk)

CounterStar with an upgrade! Outspeeds ScarfChomp, hits over 269 SpA, and 304 HP. Pretty awesome Mixape counter, and also helps against guys like Machamp or Hariyama.

EVs: 236 HP/252 Atk/20 Spd
Jolly nature (+Spd, -SAtk)

The second link for Wobbuffet. Pursuit works well to kill things, wether they switch out or not. Jolly and 20 spd allows me to outspeed Skarmory, and hit it hard with Pursuit/Stone Edge after Wobbuffet has done his work.

Standardized special wall. Rather generic switch in for any special threat. The lack of SpA evs doesn't concern me too much, as Dugtrio isn't a priority.

Problems:
Lack of Stealth Rock
After Deoxys-E is gone, my team is rather slow.
Lack of pictures ATM

I'm probably missing something big here, but that's your job as a rater to point them out to me.
 
You are grossly misusing your EVs and nature on Tyranitar. Assuming the HP remains constant, if you switch to an Adamant nature and use 120 Attack and 84 Speed, you get exactly the same stats as you have now, except with 68 EVs left over. You'd probably want to pour those into Attack.

Speaking of Tyranitar, Choice Band Tyranitar is something your team has no easy switch into (even Suicune is 2HKOed by Stone Edge, and 3HKOed by Crunch), while it switches perfectly well into your Deoxys and Blissey, though the latter might slow it down a bit with Thunder Wave. I'd just drop the entire "CounterStar" idea on Deoxys-S and make it a full attacker with Superpower over Recover; it really doesn't have much of a window to Recover, nor does it particularly need to Recover. To actually switch in to Rock-type attacks, you should drop Suicune in favor of something that resists Rock. Bronzong seems appealing, since it will also give you a buffer against Garchomp's Outrage. While it normally doesn't run Sleep Talk or Rest, it can do so pretty well. You don't get as good offense as with Suicune, but Bronzong can still take on Garchomp in an emergency.
 
Right now the biggest concern is CB Heracross as well as U-Turn HP Ice Zapdos. Hera will OHKO everything on this team except Mence and Cune (2HKO). Zapdos will U-Turn Tar, Bliss, and Wobb to screw you and then Thunderbolt or Hidden Power Ice the other 3. Although Mence can handle Hera switching can easily hurt you. Well the first thing I suggest is adding Dragon Dance to Tyranitar. This helps you on a Zapdos as it can give you a DD or two. Also provides that power you might not have currently. You also could stay with jolly or go to Adamant. Replace Ice Beam with it. You already have 3 other pokemon ice beaming.

Although you still have problems with Heracross Wobby coming in on Close Combat is your best bet as well as Salamence. However he still is a huge threat and I think Gliscor or Weezing can replace cune. Cune is just adding weaknesses to your team which isn't doing you favors. I would actually go weezing as he can easily beat hera and helps with zapdos. Also helps with the Lucario weakness you have although it isn't that bad.

Deoxys shouldn't waste time with recover and should just use superpower over it as it also helps with weavile you your team also hates really bad. 184 atk, 252 spA, 72 spe should be fine. Also a naive nature. I feel like his talents shouldnt be wasted recovering.
 
CB Heracross isn't too big of a threat to worry about, considering Salamence is designed to take Heracross down. It wins every time unless Stone Edge decides to crit.

The threat to worry about IMO, is Mamoswine, who 2HKOs Suicune after a SR layer is down. I really want to remove Wobbuffet, but it seems as if that's the only way you're going to prevent yourself from being stalled to death, so we'll avoid that. So I really back up Great Sage's suggestion on adding superpower on Deoxys so at least you can take it down on a pinch. Since this puts tremendous strain on Deoxys, I would give Blissey Wish (it also helps keep wobby alive)

I would also consider restalk Swampert over Suicune, they seem to be accomplishing nearly the same thing, except this will help you against Tyrannitar in addition. It also prevents that "HP Ice Zapdos with U Turn" 'problem' that KD24 pointed out from happening, and it brings your team the much needed resists.
