Done Tera Shift does not activate in some Draft Factory games

What is the bug?
In Draft Factory Terapagos doesn't get it's shell form

Are you able to replicate it? If so, how?
Get Terapagos in Draft Factory where it's not the tera captain (Im guessing it's because it doesn't get it's stellar tera which is why it stays at baby form)

terapagos does not become its Terastal Form when it come in like its supposed to. Comes in at turn 10 and never transform despite being switched back in later. I've used terapgos in draft factory before but it has transformed like normal, so idk

Are you able to replicate it? If so, how?
sorry but im not gonna keep rolling for a terapagos on draft factory for a glitch that might not even happen again
