While National Dex usually isn't impacted that much by DLC as we already have every Pokemon (that's legal in OU) to use, new Pokemon are one of the exceptions; one of these exceptions being Terapagos.
Terapagos's impact on the meta while only being legal for about two days goes without saying, mainly because of how it abuses the brand new Stellar-type. Once Terastallized into its Stellar forme, its signature move Tera Starstorm becomes a 120 BP move Tera boosted move with no resistances, it gets a new ability that clears weather and terrain, and a previous ability in its Terastal forme that makes every hit not very effective against it, getting a 1.2x boost on all of its moves, and lastly getting a whopping +100 BST boost once it turns into its Stellar forme; turning its already good bulk from 95/110/110 and a decent Special Attack stat of 105 into an absurd bulk spread of 160/110/110 and having a strong Special Attack stat of 130. Combine this with Terapagos' wide movepool, such as Calm Mind, Earth Power, Rapid Spin, Ice Beam, Rock Polish, Rest, and more, Terapagos is a Pokemon that honestly shouldn't have been down here to begin with.
Because of how large the outcry was about taking action against this Pokemon, the council has decided to take a vote on it instead of putting it on a survey (though one may be put out sometime in the near future).
*Lameflame and peap were unavailable to cast their votes, but their votes would not affect the outcome.
As a result of all of the above, the council has unanimously decided to remove Terapagos from the tier.
