This is my Noob team

Yes indeed, I will admit to being a noob to online battling, so please bear with me and give me any constructive criticism you have, I'd appreciate it

Heatran/Flash Fire/Modest/Air Balloon-Focus Sash/252 SpA-4 HP-252 Spe
Fire Blast/Stealth Rock/Hidden Power/Earth Power

So to start off I lead with a typical heatran set. Its main goal is just to set up rocks, but also to attract those who would easily slaughter heatran. I'm debating between air balloon to obviously avoid earthquake, or just give it focus sash so I can set up the rocks. I have no idea what HP my heatran uses, so if it doesn't turn out beneficial I'll just switch it out for something like flash cannon idk.

Scald/Will o Wisp/Taunt/Recover

I like having Jellicent mainly as a counter to scizors which are on nearly every team out there, and he can will o wisp him to help cripple that angry looking psychopath. In case you can't tell I have had troubles with Scizors. It also counters some ground threats to Heatran like Tyranitar and . . . others. I sort of want to give him water absorb in case the opponent tries to Hydro pump Heatran

Drain Punch/Spore/Substitute/Seed Bomb

Pretty Standard Breloom. I hope to bring him out to counter Heatran's water threats such as gastrodan and jellicent. Once out he'll just sub punch and bomb and let the poison keep him alive. It's like some twisted surgery so essentially my breloom is Joan Rivers (See? read my posts and you get mediocre jokes! what more can you want?)

Icy Wind/Taunt/Shadow Ball/Focus Punch

This is sort of a risky gengar set I made up. He's supposed to be 1. a dragon (specifically scarfed Garchomp) counter with Icy wind, and 2. Blissey counter because he'll just taunt her making her useless and providing a free switch. He also serves as a sort of SpA sweeper, but I think I may want to give him specs to make Icy Wind more powerful.

I love my Garchomp, and there's nothing really unique about him, outside of the crunch which seems to weird out my friends. Though outrage is great I never get enough hits with it before confusion screws me over, and the crunch has helped slaughter many psychics who weren't expecting it at all. Basically this Garchomp hits things, like Mike Tyson, but better teeth

Starmie is my spinner, in case spikes sort of stack up while I don't pay attention. It'll probably serve as a sweeper as well so I think I might give it life orb

Seems like quite a solid team. Although, Scarf Genesect would be evil to Starmie, Garchomp, Jellicent and Breloom. I suggest you 'dance around' him, such as, he goes for the Thunderbolt on Starmie/Jellicent, you swap into Garchomp who is immune, forcing him to switch out and for you to get up a Swords Dance. (Yache Berry over Life Orb, Swords Dance over Crunch)

This looks like a decent team you've made here. I'm not the best at searching out weaknesses, so I'll mostly just answer your questions here.
First, I would definitely suggest Air Balloon over Focus Sash on Heatran, since very little outside of Earthquake can OHKO him anyway. Also, do not use flash cannon on Heatran ever. Its coverage is entirely redundant with fire blast and earth power, and fire blast is a better thing to spam anyway. Instead, go with HP grass or ice (the things recommended on Heatran's smogon analysis), which will give you coverage on water types (grass) or dragons (ice).
Jellicent looks pretty solid, but you should use Water Absorb. It can be fun to disable stuff, but an extra immunity (that heals you too!) is much better. Scald and WoW are a little redundant; you might want either Scald > Surf to do more damage or WoW > Toxic to win stall wars.
Breloom - not much to say here, except consider Mach Punch over Drain Punch (I'm assuming that you already thought about this and picked Drain Punch for a reason). On the other hand, if you reliably get up substitutes, Focus Punch could be fun.
The first thing that I notice about Gengar is that I REALLY hope you mean focus blast and not focus punch. Anything physical is just terrible on Gengar. Also, Gengar can't learn Icy Wind (unless smogon is lying to me). HP Ice has more base power anyway, if you want Ice-type coverage, but Thunderbolt is probably better for a third attack. Taunt is a good move, but not on Gengar, who would rather just blast stuff (besides, Jellicent already does Taunting much better). Instead, I recommend Substitute, which is pretty much a staple on all Gengars ever.
I agree with Yeezy D about SD > Crunch on Garchomp, Dragon Claw is probably enough to kill psychic types anyway. Other than that, I have no experience with chomp, so I'll leave him to you.
Starmie is solid; but you should choose between support and sweeping. If Starmie is support, use Scald > Surf. If it's going to sweep, use Hydro Pump > Surf. Psyshock is good, but so is BoltBeam, so I'll leave that up to you.

thanks for the help, and too much sugar I did mean focus blast, my brain was filled with taffy as I wrote that XP. Also, I sorta feel gengar works best with taunt as the idea is to lure in blisseys, but I'd consider substitute. And he can learn icy wind through move tutor, and I just don't have a gengar with HP ice, he has grass and don't know how to change that.
