You are an evil scientist and you are tasked with creating an invasive species in an environment that is most suitable for it. This meta revolves around the tier sovereign. The sovereign isn’t made yet so this post will be updated to include its meta role.

Tier Sovereign Slate:
As the beginning of this mod, the tier sovereign will take up the first slate. This slate will be split into three “micro slates” to allow for multiple voices to be input into the creation of the tier sovereign, rather than a winner takes all and one players vision controlling the remainder of the metagame. Depending on the result of the three micro slates, a fourth additional one will be held to add anything missed as a discussion forum, rather than a proper voting slate.

As of right now, three micro slates will go as follows (Subject to change potentially)
Stats, Name and Flavoring will be decided this slate, and will run over 3 days to garner the initial participation. The reason why stats name and flavoring will be the first to be decided is to give a proper base, and to decide the power level of all future decisions. Stats I believe are the most vital and important aspects of this mod, as even the lowest bst viable mons with good abilities that thrive and dominate the meta all have well placed stats that allow it to preform well and take control of a meta. Except this time it is intentional and depending on the spread, the role that will allow it to be extremely centralizing will be decided here.

Once the tier sovereign is created, the power level will be decided already based on the previous factors, and future mons will strive to stay below that power level / viability. Additionally for fun, future mons will somehow be related / branch off the original lore of the tier sovereign idea. This part will be optional in order to not deter people who just casually sub and don’t wanna write lore and rather focus on the pokemon itself.

  • Submissions past the tier sovereign will conform to below rules.
  • Submissions should roughly a tier below in viability to the sovereign and not anything higher.
  • Submissions will be heavily restricted to infringe on the tier sovereign’s team role.
  • Submissions will be heavily restricted in having types or moves that would be good vs it.
  • Submissions will be limited in the amount of optimized moves they have (see any of beaf cultist’s or anaconja’s pet mod submissions).
  • Any Custom aspect of a Pokemon must have proper reasoning to be allowed, and should first be resorted to use vanilla aspects for ease of implementation.
  • Past a certain point, around where 10-15 Pokemon are present, future submissions will require (1) replay, you don’t have to win or lose but just to prove you have a basic understanding of the current meta to avoid uneducated submissions that could throw off balance.
  • Submissions that can potentially violate this will be vetoed and changes will be suggested by council.

  • As most micrometas are, the amount of pokemon is subject to change, but the current projection is around 10-15 submission slates with 3 winners each, leading to around 31-46 Pokemon in the metagame.
  • If a certain Pokemon is shown to be broken, or isn’t good enough, changes will be decided based on both council and player voices to get a proper adjustment to where it can fit back into the metagame. While changes will be done to increase viability, it will be less common than dealing with actual problematic mons to the tier structuring, as less viable mons that are harder to use is an inevitability and simply cannot be avoided.
  • The power level is subject to change but the tier sovereign should be at a rough OU level while others should be UU or below level. This is applicable in a distant sense, so if the tier sovereign is PU level, the victims are ZU level. However both are fake tiers. And don’t get me started on SZU
TLDR: Submissions overall should either strive to work for or against the tier sovereign, with checks/counters to the sovereign being somewhat limited, to preserve fundamentals and allow for a unique competitive environment to develop.

Slate 0: Deciding course of creation
My personal belief is that the topic of creation of the sovereign should be something that can be discussed, so while I prepare everything else feel free to discuss the current options listed in the discord, and the current one in the initial post.
I believe it best for people who will be submitting in the future to have some say in the creation process, especially with how integral the sovereign is to this mod.
While I say slate, I am using slate as a buzz word in order for people to talk about it as the creation of the tier sovereign will govern all future aspects of the tier. The actual “slate” is the current vote in the discord as an initial opinion / option. Sorry ! You’ve been duped.

I really don't wanna see a hyper-optimized utility guy with oodles of longevity as our tier sovereign. I find that mons tend to centralize in-game decision making; carefully managing a stopgap's health and going for bold double switches becomes a lot less necessary when you have a slow Regenerator pivot who can noncommittally sponge hits and bring in your breaker without risk. If our omnipresent tier sovereign allows and encourages safe, noncommittal play, our meta's gonna turn out real boring.

Two mons that exemplify what I'd prefer to see are Primal Groudon and Mega Metagross. These mons possess valuable defensive profiles that allow them to keep key threats in check (Xerneas, Mewtwo, Weavile, MLop), but they lack the longevity to do so unconditionally, and therefore demand that the pilot keep them healthy, be it by solid navigation of the hazard game or creative application of teammates to handle threats that might force the guy in question to spread itself too thin. They also lack pivoting options, and so capitalizing on forced switches means making an informed call-out.
 
Micro Slate 1: The Base
This slate is a bit simple but holds the greatest impact. This essentially will be the future restriction on types and abilities submitted, Ie: Tier sovereign is a fatmon, I give it normal type, and now all future fighting types will be placed under heavy restrictions due to it being one thing that essentially beats the tier sovereign.

In this slate, you will be required to submit three things. Up to 3 separate submissions will be allowed, but do remember only 1 will win

Explanation of Role: explain your initial impression of where this will go, don’t need a full explanation as it’s only a piece of the puzzle, but have some REASON.

For the Sovereign, I think the best course of action is to 1) pick a type combination with limited weaknesses to have more freedom in the later slates (if we pick Rock or something, we're nuking 5 types out of the meta.), and 2) make it a defensive mon. SV OU is a good proof for how powerful but limited fat glues like :ting-lu: :zamazenta:, and even :great-tusk: can reduce a lot of burden in the teambuilder and allows many differents threats to stay balanced in the metagame.

Only two types have only one weakness : Normal and Electric. The Ghost type technically allows us to have another option with limited weaknesses, being only weak to Dark and itself (so other Ghost types are already taken care of). Unlike Normal and Electric, it has more interesting resists in Bug (U-turn), Fighting and Normal (and Poison i guess). The Dark weakness also allows us to get a metagame with limited users of Knock-Off.

Offensively, the Ghost type is a nightmare to deal with when against strong attackers, with only Normal and Dark resisting it. This is why I think it's a good type for the Sovereign to go with, that steers future submissions towards more defensive profiles (it can still do damage to switch-ins, but the Ghost stab should not be a powerful move)

(edit : the ghost stab needs to be weak/non existent/utility based anyway so we don't have 50/50 between two Sovereigns every 2 matches)

The custom ability Black Hole allows the Sovereign to gain 2 additional resists to fill even more defensive niches. The most notable is Psychic, allowing the Sovereign to check them in a meta in place of the weakened Dark-types. These resists should incite the Sovereign to at least be a defensive switch-in against other threats.

Abilities : Weak Armor / Rough Skin
Explanation of Role : Bulky offense pivot that can either provide offensive pressure with Weak Armor, or have defensive utility with Rough Skin

I like the idea of having a multifaceted Sovereign, that can fit multiple roles with different abilities. This one is directly inspired by Vullaby's role in Little Cup : with Weak Armor, you can punish weak or resisted physical attacks and threaten the opponent back with strong STABs, or setup even more to sweep them. This is balanced by Vullaby's strongest STAB being Brave Bird, forcing her to eventually go down with physical sets.

Here, the Flying/Steel type is chosen for multiple reasons : first, Steel is a weaker offensive STAB (and also doesn't turn Knock Off into a STAB), with the Flying/Steel combo being resisted by 2 types : Steel and Electric, and weaker moves in general, allowing more focus on Brave Bird as a STAB. Flying/Steel also gives the Sovereign a ton of resists to switch on, two immunities (+ spike immunity and neutral to rocks), and gets a double resist to U-turn. It also has only two weaknesses with Fire and Electric.

Rough Skin is a secondary ability that allows the Sovereign to play a more defensive role, dealing passive damage and synergising with its great defensive profile. This ability can make them be used with defensive investements as a bulky glue. Idealing, the Sovereign's main ability should still be Weak Armor and should have a good Attack stat to deal big Brave Birds.

Design wise, this configuration allows us to design broken Ground types and pivots, valuables spinners that need to risk giving the Sovereign free speed (or mortal spin users that it can block), interesting Rock types that must also fear Steel moves, and weakened Electric, Fire and Steel types.

Type: Ground / Dragon
Abilities: Sheer Force / Natural Cure
Explanation of Role: Jack of all trades with good physical attack, the typical Pseudo-Legendary spread, speed could either be middling or fast depending on how bulky it is, somewhere on a spectrum from Tyranitar to Garchomp. The Role would be a bulky attacker, with the ability choice allowing you to either spec more as a wallbreaker or as a highly resilient tank. Rocks are maybe fine but I wouldn't give it Spikes or Rapid Spin, since it would probably end up playing too similar to vanilla Garchomp or Tusk if the hazard game was too key to its identity.

My primary inspiration for this is Garchomp, a mon notorious for being overpowered both in-game and in competitive. Ground/Dragon is honestly a really healthy typing to be the Sovereign now that fairy has been added to the game.
- It's intrinsically very good offensively, with the natural synergy of Ground hitting Steel-Types and threatening OHKOes with the many types it hits super effectively while Dragon boasts amazing neutral coverage to catch anything that switches in on the Ground move.
- It's really good defensively as well, with the weaknesses being Ice, the type that would likely be highly restricted. Fairy, which tends to only give out 80 base power moves for coverage (Moonblast's distribution on non-fairies is very weak) while Fairy-Types themselves tend to be on the slower end and physically frail. Dragon also exists but the Sovereign will likely out-stat any other Dragon Types and force them out unless they're scarf. It boasts a hanful of very useful resistances like fire and rock. The electric immunity allows us to build some fun electrics with water or grass coverage.
- Despite that, the typing suffers from both STAB types having an immunity. This means that it's possible to stop choiced sets in their tracks with superior play, and depending on how the speed tiers work out even non-choiced sets can struggle. The Sovereign shouldn't have to struggle with this though, and that's where my idea for the choice of abilities comes in.

Up until now, this mon sounds pretty much just like Vanilla Garchomp right, but here's where I wanted to differentiate it substantially. Garchomp's sets tend towards being either a physically defensive mon taking advantage of Rough Skin, or a setup sweeper with double dance through Scale Shot. The abilities I'm suggesting either make the Sovereign into a terrifying attacker with options for everything but a reliance on predictions and some 4MSS, or a frustratingly durable tank with semi reliable recovery.

On one hand, you've got Sheer Force. The interesting thing with Sheer Force is that Ground and Dragon don't actually have any physical moves to take advantage of it outside of the unreliable Dragon Rush and the more or less irrelevant Bulldoze and Bone Club (although Bone Club could be pretty neat if the flavor ends up being something like a skeletal dragon? Ground is pretty strongly associated to bones after all, bit of a tangent but it's an idea that came to mind.) But anyway the point is Sheer Force encourages either mixed sets using Earth Power and a variety of strong Special moves like the gen 1 normals get, or physical sets with boosted coverage like Rock Slide, Iron Head or Blaze Kick or something, to deal with typical walls. These sets would be pretty much impossible to wall but Life Orb wouldn't be nullified when using your main physical Stabs or any pivoting moves, so the longevity would be questionable when using Orb.

Now the other option is Natural Cure. I think this one is really fun for bulky mons because Rest + Natural Cure is a ton of fun. Natcure obviously prevents it from being worn down by status or crippled by a burn or glare, useful since it can switch in well on fires and bulky waters. Rest Natural Cure allows it to heal freely, but not really stay in after healing, so you can't just run a bulky unstoppable setup sweeper. Instead you'd maybe want to run something like 3 attacks or stabs + some utility move depending on what we give it.

So essentially you get the choice between being nearly impossible to wall but possible to chip down, or being pretty much impossible to cripple or chip, but only being pretty good offensively. Regardless though it would be able to come in on plenty of things through raw bulk and useful type matchups and force out a lot thanks to Ground stab. This makes the Sovereign easy to slot on any team since it can play different equally valuable roles.
I'm worried this might be considered kind of boring, since both the typing and statline are pretty similar to an existing vanilla mon, but I think that there's no reason to massively change a winning formula, and a tier built around it could look very interesting with a dynamic of powerful electrics that the Sovereign is the only reliable check to, weak fairies and dragons with the latter enables by barely any ice coverage.

Ability: Heatproof / Water Absorb / Iron Barbs
Explanation of Role: Defensive glue with slow pivot

My primary inspiration for the flavor of this mon is the Scaly-Foot Gastropod, a snail that lives in hydrothermal vents that reach 400 degrees celcius, and which is covered in iron that it gets from the mineral-rich water. These two things give it its typing and ability options.

As far as the typing is concerned, it is an excellent defensive typing, having a total of 8 weaknesses (including common attacking types like Fairy, Ice, and Psychic) as well as an immunity to Poison. All this while having only one weakness, a quad weakness to Fire. But, with the option of Heatproof, you can drop that to only a standard weakness, which would make it so that the tier doesn't need to be quite as anti-fire type as it otherwise would (although fire types should still be limited).

But, if you aren't particularly worried about fire types, say we end up adding something like Carracosta that has a 4x resistance to fire, you can instead choose to either gain an immunity to Water type moves with Water Absorb, or deal some chip to your opponents with Iron Barbs.

Offensively, this sovereign wouldn't have any exceptionally strong stats (Bug/Steel isn't exactly the most offensive type combo), but moves like Steam Eruption as thematic coverage would help with that.

Also as the general role mentions, giving it U-Turn, some form of Recovery (perhaps a move similar to Trash Compactor from Paleomons?), and other defensive moves like that would allow it to fill a very helpful niche of allowing other more fast/offensive mons to get in safely, creating a hopefully very dynamic positioning-focused meta as opposed to one about just dealing big numbers to each other.

Abilities: Wonder Guard
Explanation of Role: Pre-nerf Shedigiri warped the FEDD meta in a really quirky way, and I loved playing that mod (though I’ll admit the mon was a bit overtuned), so I’d love to replicate that meta. The idea here is a Wonder Guard mon with limited weaknesses, allowing it to be used as a utility mon/offensive threat while also defensively answering a bunch of dudes and forcing mons to run weird coverage/status moves just to hit it.

One thing I wanted to encourage with this design is the usage of passive damage, which is why I chose a typing that isn’t immune to most forms of passive damage, and that actually has a weakness to Stealth Rock, forcing it to choose between items like Heavy-Duty Boots and Lum Berry.

I’m unsure if we’d want this mon to have 1 HP or not, I think there’s arguments both ways, but my main concern is it’d be too easy to snipe with passive damage if it only had 1 HP - the ideal would probably be very low bulk to diminish the effects of passive damage while encouraging SE coverage.

Also this should be obvious but this mon should get no recovery. Taking it out should be a challenge, but that challenge shouldn’t involve draining recovery PP.

: Regenerator | Ruinous Rubber (This Pokemon is immune to attacking pivoting moves)
Explanation of Role: elec fairy is notably one of the strongest types, and while its main weakness of ground is definitely prevalent, the limitation of grounds allows for volt switch to be incredibly powerful. The ability to block pivoting out (especially U-turn) is also incredibly powerful, able to shut down momentum, also while controlling momentum. This would lead to a world of controlled momentum. Additionally, to fluff out other defensive sets, it will be given the notoriously strong regenerator ability. The two faced tier sovereign is a successful sovereign!

Abilities
: Sticky Hold | No Guard
Explanation of Role: Fairy ground, while considered the best typing by many people hasn’t had much representation overall. But what if we add in steel and water into the mix!? Essentially this makes it only weak to two types, being ground and grass, with ground allowing it to check itself and grass types being the only other type having a rate limit. The addition of sticky hold allows this sovereign to keep its item no matter what, while not overtuning the effectiveness of its quad stabs. It’s secondary ability, No guard, while not being extremely useful in most cases, allows for a sovereign to abuse lower accuracy moves to their full effect, but is a double edged sword in that inaccurate moves from opponents also are 100% accurate, leading into interesting move choices in team building: ie slotting dynamic punch/inferno to catch a sovereign off guard. Overall interesting mish mash of concepts that can create an interesting tier while remaining balanced

Ability: Drought
Explanation of Role: Long story short, bulky pivot. Long-time Pet Mods users may know where I'm going with this. While the idea technically isn't original, I think it's a really cool one that would fit great here. I have a lot I can say about this one.

There was a Fakemon mod back in 2021 that a lot of people here probably aren't familiar with called Stereotypes, and at the absolute top of it was a Steel/Flying-type with Drought. Not only did it make this Pokemon even weaker than before to Fire moves and give it a resistance to Water moves, but this Pokemon was a pivot. There were plenty of games where both teams wanted this Pokemon and Sun was on the field very often as a result. Regularly you'd see random Pokemon playing off of their Fire-type coverage getting a nice boost, Fire-types as a whole becoming huge nukes, and offensive Water-types being held down by Sun unless the player had a backup weather setter or could keep the Drought setter away from the field. This idea would look to explore that a bit more intentionally than I think we did back then.

Basically, you could very easily build Pokemon that are meant to especially benefit from a Sun boost, Pokemon that are a bit stronger than usual that are hurt by Sun being on the field (maybe even stronger than that if this thing also switches into them well), so on and so forth. You can build really weak versions of Chlorophyll abusers that just so happen to exist in a tier where Chlorophyll is omnipresent, or a Pokemon with limited coverage that just so happens to also have Weather Ball, or a Pokemon that's really bulky but cursed with Dry Skin as its only legal ability. A different weather setter could be added even if there are no great abusers in mind just because of how antimeta setting another weather would be. None of this really stops more traditional Pokemon from being built either.

I think it being part Steel is important here, but I chose Fighting for the secondary type because I want options later down the line for how we build this thing to be flexible. The idea is literally just "bulky pivot." I think there's room for some good discussion on whether or not this Pokemon should have reliable recovery in order for the concept to be used to its fullest. Steel/Fighting is notably not that bad offensively if people think there's merit to giving this Pokemon a big offensive presence and I like the amount of weaknesses it has for this purpose. Or you could give it Body Press. That move's pretty cool.

The biggest downside here (other than the concept being reused) is that one of the cooler aspects of Steel as a type in my opinion would largely be gone here, that being how the tier's Fairies and Psychics would work. They're both VERY strong offensive types that are largely held down by how omnipresent Steel is. If the tier's main Steel-type doesn't resist either of those, though, then that's out the window. It's not ideal but there's absolutely still room for more Steels to be added that synergize fine with the main guy or maybe for just a fat Poison- or Dark-type to be introduced.

All in all, really cool concept that I'd be happy to see explored again.

Domineering: Reduces opponent’s Speed by one stage.
Explanation of Role: Utility-oriented bulky mon with access to Magic Guard or the Speed Control in Domineering, but have no access of reliable recovery moves except maybe Giga Drain. The Dragon, Bug and Psychic means no Dark, Ghost, Fairy and fast Ice mons should 100% counter this Tier Sovereign concept.

Altogether with its kit, this Pokemon will serve nicely as a potential spinblocker to maintain hazards, and it has an nice defensive typing. Its ability to run mixed offense means that every team will need to be prepared for whatever sets it can run. However, I predict that while this Pokemon might be centralizing, it will not be broken and wouldn't get banned in another tier.

Abilities: Wonder Guard
It is believed that this can’t really be balanced around a two weaknesses type, as 16 immunities is way too much, with 1hp being way too easy to cheese and anything above that being nearly immortal. This could lead to a rather unfun meta that forces everything to hold electric or rock coverage which could potentially instantly invalidate the sovereign, which I believe goes against the view of the tier. This would guarantee a VETO. it is recommended that you replace wonder guard to allow for better statistics

Ability: Enraged (This Pokemon cannot use status moves.)
Explanation of Role: mon with no weaknesses but also no recovery or setup or status utility
it is believed that the restriction on the sovereign here is too limited for a rather minimal benefit of no weaknesses and only few valuable resists. Therefore this submission is VETO. Either change the ability to be less restrictive, or give it a positive / minimal effect ability.

Ability: Magic Guard | Domineering*
Domineering: Reduces opponent’s Speed by one stage.
While the abilities are good, a type that can be weak to rocks knock off and uturn, along with fairy, bug, dark, ghost, rock, dragon, ice, and flying with only resisting 6 types in turn. this submission is VETO for not having a good enough type combination against many of the most valuable moves in Pokemon, and having more weaknesses than resistances. This would lead to an extreme amount of restrictions that could potentially make the tier unfun. It is recommended that you Improve the type.

Abilities: Tier Sovereign (forces the pokemon to hold unpoppable air balloon, and forces serious nature and lets you put 248 evs in every stat)

This submission is way too restrictive with the removal of item variety and ev variety all while doing that in the ev slot. This would restrict the sovereigns options to just its movepool, and this variety loss gives it a lack of surprise factor, with one always knowing the set that the sovereign will use. Therefore it is VETO. It is recommended that you make the ability less restrictive in the previously mentioned factors

Anyway for those mentioned, you have 24 Hours to fix the highlighted issues

Decided to replace the type by Dragon / Bug / Fire, which grants resistance to U-Turn, remove weakness to Knock Off and removing weaknesses to Ice, Fairy, Ghost, Dark and Bug. Now resists Fighting, Fire and Electric as valuable, and can get around Stealth Rocks weakness with Magic Guard or Heavy-Duty Boots.

I hope the type change is good enough!
