Rejected Timer stalling

Hello everyone this is Alpha and I wanted to talk about a problem that I have faced a lot of times.I don't know if this is appropriate for this thread but I couldn't find anything else, feel free to move the thread to the appropriate forum if the need be.

Now moving onto the problem which is timer stalling by the opponents in ladder matches. I believe the punishment for this is being locked, but is that really a final solution? I hardly ever do reports of people who timer stall but sometime back I met someone who blatantly agreed to timer stalling in my game. What's more was he was locked when the match has started and only was able to talk because his lock ended while the match was going on and that lock was also because of him timer stalling in some previous matches.

This user was happy to timer stall and didn't mind a lock. He even typed it in the chat that he will happily get locked and doesn't care but he will continue to timer-stall. The game went on for about 30 mins. I pmed aQrator about this incident later and he was the one who locked the user but he agreed that there was no other solution but to lock the users and that he would keep a look out for them.

I really don't have any suggestions to this problem other then maybe global staff (driver or gmod) also having the power to make a user win the game because it is really not fun having to wait so long for just a ladder game.

Reducing the timer feels unjust to the other users so something which can be done is just giving powers to these users because well they are trustworthy too and also there are like only 15 admins whereas the number of gmods are 67 so u can easily find someone who is online and get them to resolve the issue.
Is IP banning users with repeated timer stalling offense a thing which could be considered?

Please feel free to put forth your own suggestions or arguments for the same

Staff are not going to incorrectly give you the win because your opponent is taking too long. That suggestion undermines competitive integrity to an insane degree and flatly would never be considered.

The reason users are locked when they brag about timer stalling is because we know it's intentional, and these cases are fairly rare. There are a number of reasons people could be taking a long time, including shit ass internet or literally just thinking. Any suggestion to punish people for simply using the timer they are given should be dismissed out of hand.

You can also just load another game if the problem is the one you're in is taking too long.
 
I'm gonna be honest, timer stalling doesn't really even prolong the game for that long considering how the PS timer works -- I suggest opening Subway Surfers gameplay on the side to keep you occupied if it really bothers you that much.

I was typing up a response, but this is more or less what I was going to say anyway. Unless you have a way to know with 100% certainty that any given instance of expending a lot of the timer is malicious (you don't), we aren't going to take action on people utilizing the timer, as it's there for a reason. Also, getting locked repeatedly will escalate to more severe punishments regardless of what the reason is, so we effectively already have a pipeline for "IP banning" repeat offenders.
