- Tornadus takes advantage of a combination of Prankster and Tailwind to set nearly uncontested speed control. This allows it to ensure that its teammates can move first and remove or cripple threats before they can move.
- Bleakwind Storm allows Tornadus to take on an offensive presence, even after using up all of its support moves.
- Taunt is the best option for the third moveslot, as it can disrupt the foes' ability to use status moves, effectively crippling support options and ameliorating the risk of a foe setting up or inflicting status. However, priority Rain Dance and Sunny Day can be strong options for teams that are more weather dependent, and they can be beneficial for teams that are afraid of weather by providing the ability to reverse the opponent's weather.
- Protect allows Tornadus to survive an attack that can potentially KO it or delay setting up Tailwind. This can be particularly useful in Tailwind mirror matches, as setting Tailwind a turn later can allow for an extra turn where your team has Tailwind and the opponent's doesn't. If needed, this slot can be used for weather setting, but losing Protect can make it significantly more difficult for Tornadus to set Tailwind multiple times throughout the match.
- Covert Cloak allows Tornadus to safely set up Tailwind against Fake Out users such as Rillaboom and Incineroar. Note that Covert Cloak and Tera Ghost should not be used together, since they effectively do the same thing. Sitrus Berry can be used to boost Tornadus's long-term survivability, allowing it to set Tailwind multiple times per match.
- Tera Steel is an excellent defensive type, and it boosts Tornadus's survivability by giving it a resistance to lethal Ice-type attacks from Chien-Pao and Kyurem as well as common attacks from Pokemon like Gholdengo, Tornadus, Dragonite, and Glimmora. On the other hand, Tera Ghost and Tera Dark both prevent foes from disrupting Tornadus's support options by blocking Fake Out or Prankster Taunt, respectively.
- Tornadus's bulk allows it to survive significantly more than the other Prankster Tailwind setters. Tornadus needs to maximize its physical bulk in order to survive a Wild Charge from Assault Vest Iron Hands without needing to Terastallize. The physical bulk also allows Tornadus to set Tailwind multiple times per game and allows it to survive physical priority moves that can outprioritize and prevent Tailwind, such as Dragonite's Extremespeed.
- Tornadus pairs best with offensive threats that have middling Speed. Pokemon such as Gholdengo and Regidrago can take advantage of the boosted speed to outspeed major threats such as opposing Landorus and Chien-Pao.
