Brave Bird
Temper Flare
Overheat
U-turn
Flash Cannon
Boomburst
Bullet Seed
Rock Blast
Brick Break

[Pro's]
-It has two good ablilties in Skill Link and Sheer Force, helping it to be versatile

-its can run a mixed set thanks to its great special coverage and 120 Atk, which can make it be able to make a dent into most Pokemon in the tier

-its average defenses, paired with its typing only having 3 weaknesses can make sure it can take a few hits especially with investements

[Con's]
-It's Speed is super low, and with no priority moves it can easily be picked off by a super effective hit

-its typing is a double-edge sword, while not giving it many weaknesses it also has only 2 resistances

-it can be limited by 4ms due to having many moves it wants to run, being walled by Garganacl when not running Bullet Seed, or being walled by Kingambit when not running Temper Flare

[Tera Potential/Options]

Normal.png
- Tera Normal can be useful for boosting Toucannon's STAB Boomburst, making it near impossible to switch into without a resist, and it can remove its weaknesses to Ice-, Rock-, and Electric-type moves
Flying.png
- Tera Flying boost's both Hurricane and Brave Bird, which can help to break through mons, however this doesnt offer much to toucannon defensively as it keeps all of its regular weaknesses but gains a Fighting-type resistance
Grass
- Tera Grass can be a helpful defensive typing, turning its weaknesses to Electric-types into a resistance letting it catch them off guard, and it can also appreciate the resistances to common types like Grass, Ground, and Water
Steel.png
- Tera Steel is also another good defensive typing, turning its weaknesses to Rock- and Ice-type moves into resistances, and it also provides it with valuable resistances to types like Fairy, Dragon, and Psychic, and even a immunity to Poison-type moves and Toxic

[Potential Sets]
:Toucannon:
Mixed Set
Toucannon @ Life Orb
Ability: Skill Link / Sheer Force
Tera Type: Normal / Flying
EVs: 252 HP / 4 Atk / 252 SpA
Rash Nature
- Boomburst
- Brave Bird
- Bullet Seed / Brick Break
- Overheat
This is pretty much just a standard Mixed set. Life Orb can help to boost toucannon's already high damage making it one of the best items for it, and when using Sheer Force it doesnt have any drawbacks, Boomburst and Brave Bird are the usual STABs, being boosted by Tera Normal and Flying respectively. Bullet Seed helps to hit Rock-types like Garganacl, and Brick Break hits Pokemon Like Hisuian Goodra. And Overheat hits Steel-types like Gholdengo.

:Toucannon:
Swords Dance
Toucannon @ Life Orb
Ability: Sheer Force
Tera Type: Flying / Grass / Steel
EVs: 248 HP / 252 Atk / 8 SpD
Rash Nature
- Swords Dance
- Brave Bird
- Bullet Seed / Knock Off
- Temper Flare / Gunk Shot
Just ur standard Bulky Setup Sweeper not much to say about this. Tera Grass and Steel can provide it with oppourtunites to set up, while Tera Flying boosts Brave Bird's damage to absurd levels. Temper Flare and Knock Off can help with Pokemon like Corviknight and Gholdengo. Gunk Shot can help against Flying-resistant Pokemon like Zapdos

[Conclusion]
While Toucannon will definetely will fall down to the Lower tiers, as its not nearly Bulky nor Strong enough to complete with other Pokemon, and its bad Speed makes it almost always get outspeed. Tera did give Toucannon a very much needed buff as it can be truely a threatening Pokemon with its STAB Tera normal Boomburst combination in tiers without foes like Gholdengo. I'm quite interested to see where this bird will fly to!

This Mon is actually pretty cool and should be explored more.

Toucannon @ Rocky Helmet / Heavy Duty Boots / Leftovers
Ability: Skill Link
Tera Type: Fairy / Grass / / Poison / Steel / Dark / Water / Whatever defensive typing you want.
EVs: 248 HP / 12 Atk / 248 Def
Impish Nature / Relaxed Nature
- Knock Off
- Beak Blast
- Bullet Seed / U-Turn
- Roost

So, it has Knock Off, thats a given. The cool move however is Beak Blast. It burns on contact. This means that all those Tusks, Zamazentas, Rillaboom using U-Turn, Weavile trying to kill the bird (you do need to Tera vs this one), Kingambit trying to sweep late game, etc. all of them are going to be burned if they touch the bird. The burn occurs even if Toucannon dies that turn, so he can be an emergency stop to Kingambit for example. Of course, if the opponent knos this, he will switch out to physical Attacker and send something special instead, but then Knock Off comes into play and Toucannon cripples opposing team in a different way.
Bullet Seed is another interesting move in this set. With Rocky Helmet and 12 Attack EVs, Toucannon will always kill Samurott after Rocky Helmet damage, preventing it from setting more than one layer of Spikes. It also damages Dondozo and Garganacl pretty hard.
If Bullet Seed is not needed, Toucannon has one of the slowest U-Turns out there, allowing to bring some fast but frail teammate into the field.
Of course, Gliscor counterplay is absolutely required, its the one Mon that makes Toucannon totally unable of doing any progress.

Toucannon @ Rocky Helmet / Heavy Duty Boots / Leftovers
Ability: Skill Link
Tera Type: Fairy / Grass / Poison / Steel / Dark / Water / Whatever defensive typing you want.
EVs: 248 HP / 12 Atk / 248 Def
Impish Nature / Relaxed Nature
- Knock Off
- Sword Dance
- Bullet Seed
- Roost / Rest

Toucannon is a SD user that can bypass Dondozo, thats a legit niche. Rest is an option in case for non Toxic immune Tera types. With some support, Toucannon should in theory dismantle some Stall teams. Grass is probably the optimal Tera if using Rest.

Toucannon @ Choice Scarf
Ability: Skill Link
Tera Type: Flying / Grass / Rock
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Bullet Seed
- U-turn
- Knock Off
- Beak Blast / Rock Blast / Brave Bird / Endeavor / Encore

Scarf with 60 Speed doesn,t sound like a good idea, however this set destroys unexpectedly non Scarf lead Samurott, as well as random lead Smeargles with Bullet Seed.
U-Turn and Knock Off are obvious moves.
Its the last slot when it gets interesting. Beak Blast is not something expected from a Scarf set, so physical attackers that are able to tank Brave Bird will probably stay and get burned, which will allow some teammates to check them easier.
Rock Blast kills the rare lead Galvantula before it can put Webs. Unfortunately, Toucannon's Speed is not enough to outspeed Ribombee, so that Web will be up (you still kill it though). But what Toucannon can outspeed is Alolan Ninetales, killing it most of the time with Tera Rock, preventing Veil this way.
Brave Bird is classical STAB in a Mon like this. You should use Galarian Zapdos or Staraptor if you go that route though.
Endeavor and Encore are both suicidal moves. Endeavor ideally will be used after Toucannon takes lots of Stealth Rock damage. Encore meanwhile lets it lock last Mon Gambit or something similar.

This is not a very good Mon, especially due to suffering vs Gliscor. However it does have some tools no other Mon has and should be considered.

Utility

Toucannon @ Heavy-Duty Boots
Ability: Keen Eye
Tera Type: Dark
EVs: 252 HP / 252 Atk / 4 Def
Brave Nature
IVs: 0 Spe
- Knock Off
- U-turn
- Beak Blast
- Roost

Mixed Utility

Toucannon @ Heavy-Duty Boots
Ability: Keen Eye
Tera Type: Normal
EVs: 252 HP / 4 Atk / 252 SpA
Quiet Nature
IVs: 0 Spe
- Knock Off
- U-turn
- Beak Blast
- Boomburst

Both sets have the same idea of a very slow U-Turn (good for bringing in fast sweepers) paired with the good utility moves of Knock Off and Beak Blast. The last slot goes to Roost for longevity or Boomburst for some extra attacking presence. I used Keen Eye as the Ability because none of these moves benefit from Sheer Force or Skill Link, and therefore it's better to have a bad Ability in case of Skill Swap on opponents.
