Done tour help addition

Specifically, it would be nice to have the newer list of tour rules added somewhere in /tour help so that anyone can access it quickly.

The post which /help tour provides a link to has a link to that page already (the link was added fairly recently). It might be better to have /help tour link directly to that page, but I think the way it is now is probably good enough.
