Everyone relevant is already following this thread so no real need for tags.
 
Both rules are the same, so the question is moot. Normalize will have the ingame effect as default and the other effect as toggle.

Next question:

On Ability = ON commands

a) Read them as "Toggle Ability"
b) Read them as "Revert a toggle ability to the effect correspondent to their ingame effect"
c) Disregard them for being illegal
