Training a Battle Tower team...

I started planning out a Battle Tower team and gotten pretty good into it (I'm likely going to go in with Hippowdon, Clefable, and Scizor), but then I realized, I don't know how much of an impact IV's and EV's have on stats at level 50 (in fact, I completely forgot that I was going to fight at Lv 50 in the first place).

Is it simply half the effect? 2 IV's = +1 point and 8 EV's = +1 point? Also, I'm guessing that HP is Base HP + 60? Serebii only has stats for Lv 100's, and GameFAQs doesn't have a Battle Tower guide for D/P yet.

You can type in level 50, then calculate stats!
 
Hmmm. Adamant Bulbasaur (Oh, cut me some slack) at level 50 with 120 HP has 10 more IVs than one with 115 HP, so I'd say 2 IVs per stat point sounds right.
 
I'm not sure, but I know it's not exactly 1/2. It's something like .5≤s≤.55
It's almost certainly not exactly half for base stats, because if that were the case L1 pokemon wouldn't almost always have 11-13 HP and 5/5/5/5/5 for it's stats.

EDIT: Hey, tinkering with that calculator I found out some interesting stuff. Looks like all this is a lot simpler than I thought. I suck at explaining things, though, so I'm not going to try to explain it.
