Discovery Transferring Pokémon from Gen 1/2 cart to VC

1. Draining Kiss is a 6th gen move

I assume you meant Lovely Kiss? Even that's not possible for Gen 5, since you can only transfer mons from gen 2 to gen 7 or later.
oh, sorry i meant lovely kiss. but we can still do many cool things, like lax dkiss and other event moves

I used an entirely different method to transfer my save files in early 2018, shortly after the virtual console version of Crystal came out. I moved over my cart save files of Blue, Yellow, Silver, Crystal, TCG, and Puzzle League Challenge, alongside my saves from all three GBC Zelda games, to the 3DS virtual console versions. I clone everything before transferring them to Bank because I didn't want to permanently gimp my old save files by sending all of my best Pokemon away forever.

kakaks All Gen I and II event moves are flagged as illegal and thus are unable to be sent to Pokemon Bank. This includes moves that are obtainable in later Gens on those Pokemon, like Earthquake Gligar(which it could only get via the Stadium 2 event in Gen II)
Some odd exceptions of moves impossible to get in the VC versions that are transferable are early-level moves only available via the Stadium 2 move relearner(like Leech Seed or Recover Celebi, since the only VC-legal Celebi is level 30), and Lovely Kiss Smoochum, which is an Egg move it cannot actually obtain because the only Pokemon that could pass the move to it is 100% female, even if you include the numerous Pokemon that got Lovely Kiss as a Gen II event move(Since none of them are in the Humanshape Egg group), since Female Pokemon cannot pass Egg moves in Gen II.
