Type-off Team

So, a few of my friends and I are having a "battle of the types," in which we each drew a type and then have to create a team featuring only that type (secondary types are allowed). This then culminates in a mini-tournament amongst ourselves wherein we battle to see who did a better job with their given type. As for rules, almost anything goes, except we banned any pokemon with stats over 600, and banned the OHKO moves.

The types are as follows:

My twin (a good trainer, very offensive based, who commonly asks my opinions on movesets, the real threat here): Fighting

His gf (a decent trainer, not as involved as me or my twin, her dedication isn't as strong) : Ghost

My little brother (again, offensive. Not hard to beat, normally, but with the type advantage, he could be a real threat): Dragon

Me (apparently the one to beat [and thus handicapped by bad luck], though my twin is almost as good): Fire


I'm aware that I am at something of a type disadvantage here, and lack a lot of diversity for viable options.

To offset some of my obvious disadvantages, I had to think hard to devise a strategy to make me competitive, let alone a shot at winning. I am thinking of running a Trick Room/Drought based team
based off of Victini and DW Ninetails.
The team I am considering running thus far is, though not in this order, are:

Victini - Victory Star
(V-Create, Fusion Bolt, Trick Room, U-Turn/Psychic/HP Ice)
The first three moves are likely here to stay, as few pokemon that I am considering have more than base 80 speed. By using Trick Room, I am hoping to abuse the general lack of speed, and especially the drawbacks of V-Create. Victini is likely the real powerhouse on my team, relying heavily on the destructive force of his signature move.

Torkoal - Shell Armor
(Rapid Spin, Stealth Rock, Lava plume/undecided, Gyro Ball/Yawn/undecided)
Torkoal being my only rapid spinner, and my best SR user, he needs to be bulky and supportive. Any help offered on what to do with him would be greatly appreciated.

Chandelure - Flash Fire
(Fire Blast/Energy Ball, Shadow Ball, Trick Room, Substitute/Pain Split)
The first two are more for coverage than anything, maximizing offensive power. Trick room is used for back up support should Victini be taken out of commission, and the last move slot goes for helping sustain the fire-ghost.

Ninetails - Drought
(Solarbeam, Will-o-Wisp, Protect, undecided)
Ninetails is here primarily for permanent sun, as none of my opponents will have access to weather-producing abilities. He'll be leading in order to get the best boost for when Victini switches in.

Heatran - Flash Fire
(HP Ice, Dragon Pulse, Earth Power, Lava Plume) OR (Torment, Substitute, Protect, Dragon Pulse/HP Ice)
Heatran is primarily to be an annoyance and a threat to anything it faces. He is also my primary check to dragon types, for obvious reasons. I was thinking offensive force, but the torment set is very tempting, too. Thoughts?

Rotom-H - Levitate
(Overheat, Thunderbolt, Trick/Pain Split, Shadow Ball)
Pretty straightforward, mostly Trick may be used to give opponents the Ring Target and go from there, though the usefulness of this may be limited.



Other Options:


Blaziken (support with curse and baton-pass), Darmanitan, Infernape, Houndoom, Volcarona.
