Something i noticed a few months back was the sudden jump of salamence into the ubers, however you can clearly see salamence and garchomp both don't match up to ubers. Salamence's only uber function is rayquaza support, and both plain lack the stats. Their total base stats are equal to mew's, celebi's and jirachi's! 600! So please, keep the uber tier for legendaries only, and perhaps make a bonus tier for "too-strong-for-OU-but-just-not-strong-enough-for-ubers"?

You don't seem to understand it, but the Uber tier is exactly defined as "too strong for OU". The viability of the banned Pokemon in the Uber metagame is irrelevant to tiering processes.
