introduction
Recently i have used this team on Pokemon Showdown and i have success with this team on Pokemon Showdown and played a couple of DS matches with and this team has won most games 5-0 or 6-0 but some games were tight

Kyogre @ Leftovers

First I started with Kyorge because I wanted to make a rain team. I choose leftovers so people think that I don't have rest and sleep talk. I manly use Kyorge as a Darkari check a Pokemon that uses sleep to bewilder my Pokemon.
I also use rest to cure status such as toxic and thunder wave which can cripple Kyorge making my weather Pokemon useless expect for setting up the rain.
My Kyorge carries Surf or Scald for water stab. Scald can be better with the 30% of burn which can cripple physical walls. Surf is better for more damage. i use thunder to get the 30% chance to paralysis and to handle water type pokemon such as other Kyorges or Swift Swimmers

Palkia @ Lustrous Orb

then i needed something to abuse the rain i went with a Palkia because Palkia has amazing typing and is useful against Kyorge one of the most used ubers. i use lustrous ob to increase my STAB moves surf and special rend making that much more powerful. i use fire blast for ferrathons. i use thunder with the rain because it has 120 power and 100 accuracy and a 30% chance for paralysis more than thunder bolt.

My third Pokemon is Genesect with a base 120 attack and 120 special attack and 99 base speed, My Genesect is a Pokemon with amazing coverage moves. I use hasty nature to increase physical attack and make my defense lower because physical fire moves are not common in ubers expect for Groundon with fire punch.
I use ice beam to handle dragons and Thunderous and Tornadus-T so these Pokemon do not become threats. i use u-turn to get out of an unfavorable match up for Genesect. i use u-turn to get out of a bad match up for Genesect and go to another pokemon. i use iron head as my second stab move with a 30% chance to flinch. i use expolision as a last resort to kill a blissey when genesect is no longer needed

i choose Arcues ghost to be a spin blocker. this Arcues is a speedy calm mind recover Arcues so i can outspeed most pokemon in ubers
i use Judgement for a move that is stab and uses my calm mind. i use focus blast to handle steel types and normal types too. It also is a solid counter to extreme killer Arcues with the focus blast. i use recover to preserve my Arcues through out the match or to keep my boosts.

Ferrothorn @ Leftovers
Trait: Iron Barbs

then i needed stealth rock suport as spikes and a solid Kyorge Counter not Palikia. i choose ferrothron because with it's good typing and only major weakness is fire which is lowered 50% in rain so ferrathron is essential. ferrathrons defenses are amazing to take on ground and flying types easily. it brings a lot to my team. it's defense and hp stat bring a defensive core to my team as well as max special defenses too

Tornadus-Therian (M) @ Life Orb
Trait: Regenerator
EVs: 252 Spd / 252 SAtk / 4 Atk

finally i decided to go with Tornadus T as my last Pokemon. With regenator and life orb after i switch out i get a 1/3 of my hp back. Tornadus can possibly out speed Darkari with no speed investment. i use hurricane as my main stab move and benefits from my rain with 100% accuracy and a 30% chance to confuse to annoy the opponent especially if they are a physical attacker more damage. i use u-turn to get out of a bad situation for tornadus-T. dark pulse is for mewtwo one of top ubers. focus blast is for normal types

conclusion
any changes that you suggest i will put in consideration and try it out and maybe edit my team to your set you suggest me. i understand my team is countered by Bliisey greatly i am working on a solution for that and for skymin and Arcues grass too. to conclude i appreciate any of your suggestions and will put them into consideration

For Kyogre I think you should use the mono attacker set since yours already has rest talk.

I think the rest of your sets are pretty good but I don't have very much experience using Excadrill, Tornadus T, or Arceus Ghost so hopefully someone else can help you out with them. I hope my suggestions helped.
 
Okay, i played about 14-16(Im not 100% sure how many) matches with this team. I won most of the matches, which tells that this team is good! But i also lost, and i noticed that your team is walled by Blissey after Excadrill is gone, so i have couple of suggestions

-I tried Banded Kabutops over Genesect and it worked well. But adding Kabutobs over Genesect increases your electric weakness and brings in fighting weakness.
-You should run timid Palkia so it can outspeed +1(+speed) Rayquaza, it's actually only reason why i would change the nature
- I had problems with Shaymin-S and Arceus-Grass and electric attacks, so i tried out Giratina-O over Arceus-Ghost- Giratina-O brings usefull resistances to your team. The sets i tried out were SubCM and Mixed Attacker, both worked out

I like your Kyogre set so i wouldn't change that.
And I'm not saying that my suggestions would work better than your original team, but if you want to make changes you should try those out

This is a cool team, and IAmAnHero's suggestions were indeed an improvement to the original team. However, I have some additional suggestions for this team.

CM Arceus-Ghost is fearsome, but I feel that your set does not play to its strengths. The Def EVs can help it at times, but the loss in speed is simply not worth it. Outspeeding threats helps it both offensively and defensively; being able to recover or CM before the opposing Pokemon moves allows Arceus to switch into and wall a lot more threats, and being able to attack and KO before an opposing threat is invaluable, even if you have recover. Moreover, even without any Def EVs, Arceus-Ghost is still very bulky and will not go down easily.

Max Def or not, your Arceus-Ghost fails to effectively switch into Extremekiller Arceus:

+2 252+ Atk Arceus Shadow Claw vs 252 HP / 252+ Def Arceus-Ghost: 202-238 (45.5%-53.6%) -- 19.14% chance to 2HKO, guaranteed 2HKO after Stealth Rock.

Your Arceus-Ghost is also outsped by all Extremekiller Arceus and does not come close to OHKOing with Focus Blast. I propose the standard CM Arceus-Ghost instead, as it performs almost all roles other than taking on Extremekiller Arceus better:

I also feel like your Excadrill is not doing much for you. Firstly, people will not expect Sand Rush; an Excadrill set similar to yours is not uncommon on rain teams, and no one uses Sand Rush on Excadrill outside of sand teams. Secondly, its set simply does not accomplish much. It's your bulkiest dragon resist, but its defenses are rather mediocre, even with full investment. It lacks offensive presence, because it has no coverage (meaning flying types/ground resists wall it effortlessly) and no set up move (meaning it can barely hurt physical walls/bulky sweepers). Substitute is pretty pointless on this set. Stealth Rock is great, and something your team should have, but can be used by numerous other good Pokemon. Rapid Spin is always nice, but your team does not really need spin support; the team is not particularly weak to entry hazards.

Essentially, Excadrill's best qualities for your team are that it has great defensive typing and carries Stealth Rock. However, I propose four alternatives, each of which has both those qualities but I feel would otherwise add more to your team: Ferrothorn, Forretress, Skarmory and Dialga. Ferrothorn is probably the generally most useful, having great type synergy with your team and having access to SR+Spikes, but leaves you quite weak to Extremekiller. Forretress has slightly worse typing, but can handle Extremekiller better (only with Toxic), has access to Rapid Spin and all 3 entry hazards. Skarmory has the worst typing for your team (stacking electric weakness), but is one of the best Extremekiller counters in the game and can boast reliable recovery and whirlwind over the former two. Dialga leaves your team quite weak to Extremekiller and lacks spikes, but has good type synergy, roar and is a significant offensive presence.
