Right now you have 2 main problems. 1. You lack solid attacking and 2. You are very weak to SD Weavile and CBTar.

But before we dive right into those lets talk about Blissey. As cool as double Healing is it is not really needed and I think it would be much better if you ran Aromatherapy over Wish. Jirachi can do it already and everyone else is healing themselves with rest so they don't need it. But they do need a way to wake up quick, especially if Sleep Talk is being shut down by taunt or they just don't want to rely on its randomness. Aromatherapy would be a big help to this team.

Onto Weavile, After it gets in a Swords Dance it will be able to OHKO - 2HKO everything on this team but you also have nothing that can really attack it head on. Your best bet will be Dialga who can actually wall him in a sense but I think you need something more. So lets make a few changes...

1. Jirachi needs U-Turn somewhere on his set to beat things like Tyranitar and Bulky Dark Pokemon like Darkrai. I would just use it over Calm Mind or Psychic. Jirachi is not the best stat up pokemon in the game. Also U-Turn allows you actually to hit Weavile very hard as well as escape from a Blissey. It also hits the psychic types like Latios very hard as well. And hey it takes care of Tyranitar

2. Everything on this team is using Stat-ups. You already have 2 Calm Minders and I see no reason for another in the form of Giratina. He just is adding weaknesses and isn't really supporting the team. I would say replace Giratina with Gyro Ball Forretress who can actually somewhat handle Rayquaza as well as long as it does not hold Overheat.

3. Latios isn't going to be doing anything on the attacking side. He either wants Special Attacks or nothing. He just doesn't have the strength offensively to compare to his Special capabilities. However this is not really helping with Weavile but at least he will actually be doing something. However as long as you have Forretress and Dialga you should be fine.

The team should be fine after those changes but watch out for Blissey. Dialga and Kyogre will be your best bet.

On the matter of EVs I would use Careful Nature on Dialga just to make sure he can take those special hits.

Use surf. Waterspout only has 8 pp, and you'll almost never be let to waterspout at full hp anyways. Btw, this is a terrible lead. It can't compete with other kyogres' thunders, lati@s, or groudons if sunlight wins the weather (as in you can't sweep at all with the sunlight in there when groudon switches out)

This does take dragon hits pretty well, but you can't do anything back. Think of what dragons are made of: they resist electric attacks, and a majority of ubers are psychic. Imo, that's not a good coverage. The best thing to do is to make this jirachi into a supporter. Try out some of these moves: u turn, wish obviously >.>, protect, toxic, ice punch, thunder, hp ice, grass knot, body slam. Those are all pretty annoying moves that jirachi can use constantly.

You already have jirachi as a wisher, having another one is redundant. You can use either counter or aromatherapy in wish's place. If you're using counter, I highly suggest that you change the ev spread.

Erm, ok.

Groudon can pretty much fork your entire team. Darkrai can sweep your team too if the user knows how to use it right. Also, you don't have a strong rayquaza counter. Mixed dialgas and palkias probably will give you a hard time too. To fix these problems, you really only need to do a few things: change your giratina to the regular verision and get a really fast pokemon (by fast I mean its speed has to be like 435+). After that you just need to find some minor tweakings to find good type coverages and resistances to common attack types in the metagame such as dragon/ground or dark/fighting users.

Yeah, i really agree with all of the previous posts, especially about how your team is extremely slow, lacks any attacking power w/ 5 poke's holding lefties and 1 holding a pinch berry, and all of your pokemon except bliss are setup.

This team needs a very, very fast poke (like Mewtwo) and maybe more resistances (because mewtwo rips through this team)
