Peck? Toss that out first of all. Ice Fang is nothing to complain about, but Avalanche and dropping his speed would work wonders. Ice Shard is another thing to put into consideration. Earthquake is a staple, so no touching that. Stone Edge > Rock Slide, IMO. Jolly is unnecessary, since it's not much of a speed type to begin with, so using that to it's advantage with Avalanche should be a priority.

Focus Energy? Out. The other three stays in, but consider Draco Meteor an alternative to Dragon Pulse. The item would be better off as Choice Specs. Hidden Power Electric is my suggestion, but if you'd like to pull a fast one on an unsuspecting sap, Flash Cannon would be fun to lash out.

Batton Passer? I'd say drop the Aerial Ace for Return. It'll do more damage. Recover is there as I see, but Leech Seed would find a nice spot there instead, in certain situations. Of course, I'm not one to speak, not having tested out that movepool yet.

Counter? Well, I guess it'd work, but make sure it can survive a strong blow, first of all. Even Blissey will have problem walling Close Combat that's CB'd. Having it work Aromatherapy isn't a bad thing, but Twave wants to be invited there as well.

Standard, but I doubt you need him, and Jolteon would be more useful as a BP'er, but you have Celebi filling that spot. If you used Jolteon as a BP'er, and had Celebi run Toxic + Recover, then it'd work as well.

Not sure how much I helped here, as I'm just a newcomer as well, but I've been tutoring a few others before, and this is my advice. Of course this is how I would use them. If you can't predict and use them effectively like this, then it's pointless. Change it as you see fit on how you'll be able to use them.
