What is the bug?
Multiple bugs with the VGC 2009 and VGC 2010 formats.
1. Showdown allows teams of 2 or 3 Pokémon in these formats, this is incorrect as stated in the Official Rules & Regulations.
"Each player must enter 4–6 Pokémon on his or her Team Information Sheet."
2. For VGC 2009, some Event exclusive Pokémon have incorrect legality, the Toys R Us L50 Mild Dragonite is not legal, but it should be, the Shiny Legendary beasts event distribution is legal, but it should not be as the distribution happened at the earliest after the 2009 World Championships (this means that it shouldn't be allowed for the same reason the HGSS Tutor moves aren't) and the Guardian Signs Eruption Heatran event was also unavailable until 2010 so should not be legal.
