Viability of Will-O-Wisp Shuffling

An opposing team with much of its pokemon burnt would be severely handicapped. The idea is to shuffle the opponent's pokemon using attacks like roar or whirlwind and inflict them with burns using Will-O-Wisp. Are there any merits to Will-O-Wisp shuffling?

Here are the pokemon with the req moves (ubers bolded):
  • Arcanine
  • Arceus
  • Blaziken
  • Camerupt
  • Charizard
  • Entei
  • Flareon
  • Giratina
  • Heatran
  • Ho-oh
  • Houndoom
  • Infernape
  • Mew
  • Moltres
  • Ninetales
  • Typhlosion
Low hit points and defenses dwindles the non-uber list down. Only Heatran and Entei seem to have decent enough defenses. Not only is the list short, there are other problems with this type of setup. Will-O-Wisp only has 75 accuracy and anyone with Flash Fire could easily switch right in on a Will-O-Wisp (much like a steel switching in on Toxic, only worse).

One of the better possible sets appears to be:
Heatran
@ Leftovers/Wide Lens
-Fire Blast/Flamethrower
-Earth Power
-Will-O-Wisp
-Roar
nature: Modest
EVs: 180hp / 128spatk / 200spd
Comments:
Made for Will-O-Wisp shuffling to cripple your opponent's physical threats. With 368 HP, 248 in both defenses, and Steel typing lending lots of resistances Heatran hopes to stay out long enough to lay down the burn. Wide lens brings Fire Blast/Will-O-Wisp to 93.5/82.5 accuracy but leftovers brings needed durability for shuffling. Earth Power takes care of opposing Flash Fire pokemon who may switch in on the Will-O-Wisp and Flamethrower/Fire Blast will destroy such threats as Breloom, Skarmory, and Metagross.
EVs:
200 spd is just enough to outspeed all max speed ev'ed, nuetral natured Breloom, Skarmory, and Metagross. 128 spatk will allow flamethrower to 1HKO max HP ev'ed metagross about 50% of the time. 180 HP evs gives a good round 368 hp for leftovers.


Is this set too gimmicky to be used effectively? Is there any way to better implement a Will-O-Wisp shuffler into a competitive team?
 
I think the main problem with pyroshuffling is that those users can generally be OHKOed by a good chunk of the standards, or at least stopped before you can get in too many WoWs. Many physical attackers run EQ at over 240 speed, which stands a good chance of OHKOing heatran even with burn. Let alone getting in that roar....
 
The benefit of Entei is that it has Stone Edge to deal with Flash Fire pokemon. Heatran has Earth Power.

It still isn't that great a strategy though, it only affects physical sweepers and leaves them completely open to Gyarados or Starmie Roar-ins. They can't do crap to Blissey either.

The strategy is sketchy at best.
 
You forgot that Fire types can't be burned, special attackers don't mind burn, Heracross is very pleased at this strategy, and that once you use Roar/Whirlwind, the opponent will know exactly what you intend to do and can switch their already burned pokemon/Heracross/other Guts abuser into the incoming Will-O-Wisp.
 
It's just not viable in competitive play for reasons stated multiple times in this thread. No one is going to sit there and let you "pyroshuffle" (lol) their team, and there's a pretty high chance of you "shuffling" in something to OHKO you if you do manage to somehow get this going.
