Okay, so first, a Choice set is a must for Victini. I don't see any reason why any Victini analysis would exclude it. Now, I thought of including a Defensive set. It's pretty cool, and is better against Breloom than the Choice set is. Plus, Victini has a good support movepool, so why put that to waste?

I'll work on Set Comments, AC, OO, and C&C later, I have homework I need to do that I've been procrastinating on.

[Overview]

<p>Victini has a niche in the Dream World metagame that very few Pokemon have: It resists both of Breloom's STABs. It is the only non-Uber Pokemon in Dream World that can learn V-create, one of the most powerful moves in the game. This fact combined with its access to U-turn lets it pull off a deadly Choice set, and with base 100 stats all across the board, neither its offenses nor its defenses are bad. It also learns a plethora of useful support moves such as Will-O-Wisp, Toxic, and Taunt, which means Victini can also take on a supportive role.</p>

<p>Despite these advantages, Victini ultimately has its downfalls. Its Psychic / Fire typing is a bad typing defensively, leaving it weak to all forms of entry hazards and giving it a nasty weakness to Pursuit. It also makes it easily exploitable by Chandelure. Although none of its stats are bad, none of its stats are great, either; Dragonite and Salamence are both more powerful than Victini and overshadow it as a Breloom check due to their 4x resistance to Bullet Seed, compared to Victini's 2x resistance. Regardless of the advantages the two of them have over Victini, access to V-create and a good support movepool is enough of a reason to use Victini.</p>

I'm just going to tell you this now, scrap the defensive set. Victini might seem like it could be a decent defensive Pokemon thanks to its great base stats, but here's the catch: it's weak to Stealth Rock, vulnerable to Spikes and Toxic Spikes, has a Pursuit weakness, is trapped easily by Dugtrio and Chandelure, etc, etc. Victini is quite possibly the worst defensive choice out there. Toxic or Will-O-Wisp should be considered as extra options, or an option over a coverage move, but it certainly doesn't warrant a full-on defensive set. You should definitely include a Choice Scarf set with Final Gambit, and an Expert Belt / LO mixed version, and maybe even a Special variant, but we'll see about that last one.
 
Yeah, I actually tested the defensive set, and it doesn't do well against anything but Breloom and Serperior, so yeah scrapping it. (can it go in Other Options?)

I like the idea of a mixed set, and Victini definitely has the stats to do it. Time for more testing on PO!

Final Gambit seems to me like it would be a bit situational, but that's probably just me. Do you mind if I wait for more input before including it?
 
The defensive set can go in the OO. Final Gambit can be very useful when you need to quickly eliminate a crucial opponent in order to facilitate a sweep by another teammate, but I can certainly see where you're coming from. Leave it in the OO for now, and we can determine whether or not it deserves a set later on.
 
Final Gambit works great if you have another Fire-type waiting to sweep, and since you're probably only seeing Tini on sun teams IMO it's worth its own set. It's also pretty limited to Victini (lol Accelgor). Chandelure would be a huge cockblock though since Victini doesn't die, only to get trapped and killed by Shadow Ball lol.
