What if you could do a full powered DracoMeteor 3 times in a row...

I've just been randomly going through serebii's attackdex and came across Mist. Nobody uses Mist, or at least I have not seen it been used before. What Mist does is that it prevents the reduction of stats.

Now we look at SpecsMence, a 110 based SpAttacker with a 140 STAB move, Draco Meteor. However the thing about SpecsMence is that DracoMeteor reduces SpAtt by 2 stages after each use, leading it to be switched out very often. This is bad considers it takes 25% everytime it switches in due to SR. So what Mist does is that it allows a full powered SpecsDracoMeteor for 3 turns.

The 2 pokemon that I can see using Mist fairly well are Articuno and Pelipper, using Mist on the first turn while U-turning on the second to SpecsMence. Both Articuno and Pelipper will be drawing out Electric attacks which Salamence will be able to take fairly well.

This means that you have quite a good chance of taking out a standard 148/0 Blissey if it has been weakened to around 3/4 of its health in 2 hits, especially so if it switches in, planning to absorb the DracoMeteor.

That wouldn't work. Mist is like a temporary Clear Body. You can still lower your own stats, as stuff like Cursing Regis and Overheat Torkoal (White Smoke is the same as Clear Body) proves.
