when are IVs determined? when the egg is received or when hatched?

When are IVs of the pokemon in the egg determined? when u hatch the egg or when u receive it from the daycare man? i read at serebii that they are determined when you HATCH the egg, but i hatched the same eggs more than once, but it had the same IVS. anybody here have an answer or no a place that has 1?

Everything is set when the egg is produced (When day care man looks right), excluding the IVs.

Though you can SR for different IVs before taking the egg from the old pimp, everything else will stay the same for the hactchling (nature, gender, ability, moves).
