Does Rain rule the UU tier?

After being out of the ORAS UU Meta for a while, i finally decided to get back into it. Starting off in the 1400s where i left off, i attempted to use a Specs Boombursting Exploud. While fun, and ridiculously powerful, the team simply just couldnt win. I fell more than 200 points down the ladder attempting to change and modify the team to work to no avail. So i sat down and said, i need to start over, goodbye Exploud, its been fun. Then i looked for a new mega to build around, and i have always loved Swampert, was my favorite starter. His mega looked cool but i had never ran weather, and his mega looked unviable without weather, so i had never used him. But recently, while watching one of aim's YT videos, i saw him using Rain Dance Damp Rock Tornadus, and then it was decided what i would use next. I would bring storms to the UU Tier.

Tornadus was the 1st and most instrumental piece of this team. He can get off 8 turns of Rain immediately with his Prankster+Damp Rock. Plus, with his base 115 spe, i am not sure of any prankster mons that are fast that can taunt me before i get up rain, so i can always get it up.

Swampert was the original inspiration for building this team. With swift swim and his monsterous attack stat and coverage makes him a huge threat. As well, if i need Stealth Rock for a game for whatever reason, he is my rocker though i hardly ever use rocks.

Kingdra is a mon that i find so cool with its just ridiculously strong attacks in rain. There isnt too much science to this madness, he has swift swim, good stats, and good enough moveset to dent or even sweep teams.

Ludicolo was my next and final rain sweeper. The grass coverage is huge in this team as bulky water types wall this team to a T but he can break them while also functioning as a mon that can dent and sweep opposing teams.

Heliolisk was the first non rain mon added to the team as though Ludicolo can break opposing water mons, i wanted another mon that could break them as well as being fast, adding in dry skin + rain = is very nice

Mienshao was the final mon added to the team. I wanted a scarf mon that outspeeds almost all the scarfed mons in the tier so that if rain was out, and a scarf Hydreigon was on the field for example, i had a chance to beat it.

Tornadus is the lead 10/10 times. If i know they cannot ohko me/likely to set up rocks, ill taunt first to get rid of the residual damage and to save a turn of rain. Then ill rain dance and i actually prefer to die at this point. If i live, i will more than likely just fire off some 100% accurate stab Hurricanes to dent some mons before the swift swimmers strike. U-turn is there just in case i want switch initiative. Tornadus is easily the best rain setter in the tier. As well, Tornadus has 115 base speed which ties azelf and outspeeds most leads.

Swampert is my only physical swift swimmer, so usually Swamp will be the one dealing with florges and other specially bulky mons. With its impressive natural bulk, i can only ways take a hit if i need to Mega Evolve so i can get my ability. Waterfall EQ and Ice punch offer amazing coverage, and i ohko many of the common threats in the tier, even -1 against salamence and arcanine, with ice punch and waterfall respectively. As well, if i need rocks in a game for whatever reason, swampert is my rocker. With max speed, under rain, Swamp outspeeds the entire non scarfed tier and any mon under 100 base speed using a scarf.

Drop a Draco. Like no joke, if there are no fairies or super specially bulky steels on the opposing team remaining, that is always my play of choice. If empoleon and florges arent present on the oppositions team, it is very easy for KILLdra to run through opponents teams. Scald ohkos so many mons in rain, and if it doesnt, draco does. Ice beam is good coverage and 100% accurate if i dont want to risk Draco, and i run rain dance because when i run out of rain, it is useful to get it back up some of the time. Luckily, Kingdra has that 75 95 95 natural bulk so i can tank a hit and set it up. The 216 speed outspeeds scarf Ape in rain and the rest is invested into Hp.

Ludicolos typing and ability make it perfect for this team. Grass/water is a very good typing with perfect coverage. Giga drain devestates the suicunes, vaporeons and swamperts of the tier. Hydro pump under rain does so much damage that it is a staple to the set, even with the risk of missing. Ice beam is for the flying, dragon and other grass mons that get sent out in the way of Ludi weakening the opposition. Finally, rain dance is used to again set up rain when Tornaudus' rain runs out and sometimes it has a better chance to set up then Kingdra so thats why, plus i have no other move to run in its spot. With timid, Ludi outspeeds scarf Mienshao under rain which is huge as well.

Heliolisk is on the team to switch into the most broken move in the game, scald. Heliolisk hard counters vaporeon and suicune, 2 huge threats/annoyances to this team. With dry skin as well, it gets healed by the rain and absorbs all water moves. It also has some impressive speed that outspeeds infernape. Thunderbolt and Hyper voice are the main stab moves, focus blast is for coverage purposes (dont need surf with the 3 water pokemon above) and volt switch is for switch initiative.

Fighting types are amazing in the UU tier. With its impressive 115 spe + scarf, Shao outspeeds most of the meta and if im out of rain this is huge. I can pick up kills on scarf hydreigon because if im out of rain its a huge threat and stone edge for crobat and mega aerodactyl, 2 more huge threats to this team. Reckless pairs with hjk to hit insanely hard and most mons, even florges. U-turn is for initiative and knock off is for coverage and weakening mons. Acrobatics is on the set now because with the Pidgeot testing, ScarfCross has been that much more common and is a huge threat to this team. Acrobatics is prefered over knock off because stone edge can cover chandelure and over aerial ace because mienshao resists knock off, and that boosts Acrobatics. Mienshao really ties the team all together, and he has won numerous games for me.

Like you mentioned, Scarf Mienshao is a huge threat to this team as nothing can switch in. Because of this I think you should run Jolly on Swampert so that you can outspeed it without having to switch out take huge damage or stay in and take a ton of damage on your Swampert (67-79%). Also, considering the fact that Abomasnow is a really big problem to Rain teams (Can take out your rain by just switching in) I think you should run Superpower on Swampert over Stealth Rock because the immediate damage from a Rain boosted Waterfall is more beneficial than wasting a Rain turn to get Rocks up for a Rain team.

Overall good team, Rain is really strong in UU.

thanks for the rate, i will try your proposed changes as i think they will benefit the team. I agree with superpower > Stealth rock. But i am concerned that with Jolly over adamant Swampert could lose quite a bit of power which isnt ideal

no i honestly dont care about rocks it was just a filler at the time. And i run thunderbolt because if im not under rain i dont like running the risk of missing, especially with the shitty ass luck ive been having with draco and hjk
