[SET COMMENTS]

  • Dragon Dance really makes it a great sweeper
  • Waterfall and Earthquake get good coverage
  • Rest + Hydration is what really makes it viable in OU
  • With Rest + Hydration, it can set up and heal off any damage it took while setting up and cure its status
  • Life Orb provides extra power
  • Max Attack and Speed for sweeping, rest thrown into HP
  • Jolly allows extra Speed to set up, while Adamant gives more immeadiate power
[ADDITIONAL COMMENTS]

  • Stone Edge can be used over Rest, but Rest + Hydration should be the main reason you're using it
  • Leftovers could be used for extra bulk to ensure setting up
  • Rain support is required for Whiscash to shine, so Politoed is a neccesary teammate
  • Whiscash enjoys having a teammate that can cover its 4x Grass weakness, such as Dragonite or Jirachi, both of which can also abuse the rain
[OTHER OPTIONS]

  • Whiscash doesn't have many other options
  • Aqua Tail could be used over Waterfall for 10 more BP at the cost of 10 less accuracy
  • Spark can hit Waters, although its low BP makes it unappealing
  • Whiscash could run a Special Hydration Wall set with Hydro Pump / Surf, Earth Power, Ice Beam, and Rest, but without any way to boost its Special Attack, it will be doing very little damage to anything
[CHECKS AND COUNTERS]

  • Due to its Water / Ground typing, Grass types are a solid counter, such as Celebi, who takes minimal damage from any of Whiscash's attacks and can KO with STAB Giga Drain
  • Sun teams are the best counters to Whiscash, as it loses its instant recovery, has its STAB Waterfall greatly weakened, and is completely decimated by the many Chlorophyll users on Sun teams
  • Variants without Stone Edge struggle to get past Dragonite
  • Whiscash greatly fears Skarmory, as its attacks can bearly dent it, and Skarmory can phaze Whiscah, causing it to lose and Dragon Dance boosts it had accumulated
  • Along with D-nite, Dragons such as the Latis, Hydreigon, and Salamencs can wall its dual STABs, although Mence can be beaten by Stone Edge
I'll get some logs of Whiscash sweeping in OU ASAP.
 
Great Skelly, mention that Levitating Dragons (Lati twins, Hydra) and Dragon / Flying Pokemon (Salamence, Dragonite) are immune to EQ, take a Waterfall, and then attack it / set up / phaze or w/e they do, so maybe add that in Checks and Counters
 
Nope.

Dragonite stops it cold without Stone Edge, which either tanks its coverage or removes its only real niche depending on whether you slot it over an attack or Rest. Even worse, it doesn't just stop it cold, it walks all over it. Dragon Dance variants get to set up as much as they want. Additionally, Tyranitar being the #5 OU Pokemon means that all it needs to do is switch in when you Rest and the set is completely doomed. It's bulky but not enough to take repeated hits, and it needs to set up too much to actually be able to sweep. It might be able to sweep some weakened unprepared teams, but the list of mediocre nonsense that can sweep unprepared weakened teams is bigger than OU itself, and most of it doesn't get an analysis.

Added the Levitating / Flying Dragons to Checks and Counters. Wondering if I should slash Stone Edge on the main set.

And I had a really good log of Whiscash (it beat a Tentacruel and a Conkeldurr, and could have done more but they forfieted), but it didnt go into my Log folder and I cant find it, so ill have to get a new one :(
